At the conference, Chairman of the People's Council of Hoa Binh province, Mr. Bui Duc Hinh reported the report of the Standing Committee of the Provincial Party Committee on the investment project to build the Hoa Lac - Hoa Binh road and the project to renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section under the PPP form with a total investment of 9,382 billion VND, building a 23.04km long road; in which, the section passing through Hanoi city (Km6+680 - Km13+050) is 6.37km long, the section passing through Hoa Binh province (Km13+050 - Km29+719) is 16.67km long.

Hoa Binh province has chosen to invest in the construction of a 6-lane expressway system with a design speed of 100 km/h (land acquisition in Hanoi City according to the scale of a complete 6-lane expressway construction boundary; and in Hoa Binh province according to the scale of a complete planned cross-section with a width of 8 to 110m); utilizing the existing 2 lanes, ensuring the construction of a complete 6-lane expressway, and necessary access roads to connect the two sides of the route; maximizing the use of the existing road structure; and calculating long-term traffic volume up to 2045.

At the conference, delegates unanimously agreed that the Hoa Lac - Hoa Binh road construction project is a very important project, impacting the socio -economic development of the locality and the Northwest region, creating an economic corridor for the region, as well as the scale and form of project implementation under the PPP model and the policy of allocating local budget funds for project implementation.

Concluding the conference, Secretary of the Hoa Binh Provincial Party Committee Nguyen Phi Long emphasized that this is a very important project of Hoa Binh province and when completed, it will synchronize the infrastructure of the Hanoi - Hoa Binh - Son La - Dien Bien expressway system, connecting the capital Hanoi with the Northwestern provinces, facilitating trade and travel. Besides, it is also an important artery in attracting investment and developing the socio-economy in the province in the coming years.

At the same time, all levels and sectors are required to implement with the highest determination to achieve the goal of traveling from Hoa Binh to Hanoi in just 30 minutes. At the same time, the Executive Committee and the People's Committee of Hoa Binh province continue to closely coordinate with central ministries and sectors, propose the Ministry of Planning and Investment to synthesize reports to the Government and the National Assembly for consideration and decision to apply special mechanisms to remove difficulties and soon implement the project as planned.

"Once the project is approved for implementation, the first thing to do is to complete the procedures quickly and decisively. Regarding site clearance, the entire political system must be mobilized to create consensus for construction to ensure the project is completed on schedule," Mr. Nguyen Phi Long emphasized.
