Ho Chi Minh City's printing industry: It's time for a transformation.

Within the publishing, printing, and distribution sector, the printing industry has consistently led in revenue year after year. However, from holding 65% of the national printing industry's revenue more than 10 years ago, the Ho Chi Minh City printing industry now only holds about 50% of the market share. This poses significant challenges for the Ho Chi Minh City printing industry, especially in the context of digital transformation and green transformation.

Risk of relegation

At a recent seminar on the "Digital Competency Framework for the Printing Industry" organized by the Ho Chi Minh City Department of Information and Communications, Associate Professor Dr. Ngo Anh Tuan, Vice President of the Vietnam Printing Association and President of the Ho Chi Minh City Printing Association, pointed out that while the printing and publishing sector previously accounted for 65%-70% of the printing industry, this figure has now dropped to just over 10%.

"The global printing industry has long been divided into three distinct segments with different management policies: print publications, commercial printing, and industrial printing. Meanwhile, our management policies mainly focus on managing print publications."

"Thus, with the decline in the print publishing sector, we currently only manage just over 10% of the entire printing industry, while commercial and industrial printing are left unregulated, without specific policies to support them. This is also the main reason why the printing industry lacks strong development, especially in the Ho Chi Minh City printing market," Associate Professor Ngo Anh Tuan shared.

Furthermore, it's a fact that Chinese businesses are currently shifting to Vietnam. However, we lack supportive policies, specifically for the industrial printing sector. Therefore, except for export businesses, many Vietnamese printing companies lack the capacity to handle the shift in goods volume from China to Vietnam, resulting in missed opportunities.

“The production structure of the printing industry is gradually shifting from Ho Chi Minh City to Binh Duong and Dong Nai provinces to serve the industrial production needs there. The same is true in the North, where many large Chinese factories have opened, creating great opportunities for industrial printing units to thrive. If changes aren't made quickly, the city's printing industry risks being pushed out of this industrial printing market,” said a member of the Ho Chi Minh City Printing Association.

Mandatory requirement

Many experts believe that the printing industry nationwide, and in Ho Chi Minh City in particular, is seizing good opportunities such as Vietnam having signed and participating in 19 bilateral and multilateral Free Trade Agreements (FTAs) with most economies around the world.

Furthermore, the printing industry is considered a supporting industry, present in most sectors; almost every product bears the mark of the printing industry. Mr. Nguyen Ngoc Hoi, Deputy Director of the Department of Information and Communications of Ho Chi Minh City, believes that there is still great potential for the development of the printing industry in Ho Chi Minh City.

"To translate this potential for growth into tangible benefits, Ho Chi Minh City's printing industry must enter the global market. The printing industry is considered a supporting industry; it must have a foothold in the global printing supply chain to be able to reach the world," said Mr. Nguyen Ngoc Hoi.

Specifically, according to Mr. Nguyen Ngoc Hoi, in the coming time, the Ho Chi Minh City Department of Information and Communications will create conditions for the Ho Chi Minh City Printing Association to participate in trade fairs and exhibitions in the region as well as around the world to gradually promote the city's printed products to the world.

Mr. Nguyen Ngoc Hoi added: “According to the Ho Chi Minh City Printing Association's assessment, even in Southeast Asia, our printing industry is only ranked 4th, let alone on a global scale. This shows that if we stop, don't transform, and don't have policies for promotion and development, we will fall even further in the rankings. The digital transformation journey is not easy, but we are in a situation where we are forced to do it.”

In addition to participating in digital transformation, a mandatory requirement for the printing industry today is to participate in green transformation in order to access the vast and promising market for mutual development.

Explaining this, Associate Professor Ngo Anh Tuan said: "Green transformation is part of the theme of sustainable development, and to achieve this, two factors must be ensured: continuous technological innovation to produce at lower costs and consume less energy than other businesses."

Furthermore, from 2024 onwards, in order to cooperate with international businesses, the printing industry will also be required to comply with strict environmental protection requirements.

“The Prime Minister has approved the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050. Businesses wishing to participate in global supply chains are required to reduce greenhouse gas emissions according to the roadmap set out in the strategy. Foreign organizations will base their cooperation decisions on that roadmap. To do business with them, we must minimize environmental impact during production, as well as use modern equipment and machinery to reduce energy consumption to the lowest possible level to be environmentally friendly,” Associate Professor Ngo Anh Tuan emphasized.
