According to the agenda of the 10th Session, on November 17, the National Assembly continued to discuss draft laws and draft Resolutions of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW and draft Resolutions of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW of the Politburo.

In the morning session, the National Assembly will hear the Minister of Finance present the Report on the draft Law on National Reserves (amended). The Chairman of the National Assembly's Economic and Financial Committee will present the Report on the review of the draft Law on National Reserves (amended).

Next, the Minister of Education and Training , authorized by the Prime Minister, presented the Submission on the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The Minister of Health, authorized by the Prime Minister, presented the Submission on the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The Chairman of the National Assembly's Committee on Culture and Society presented the Report on the examination of two drafts: Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The National Assembly then discussed in groups the draft Law on National Reserves (amended); the Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; the Draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

In the afternoon session, from 2:00 p.m. to 4:20 p.m., the National Assembly discussed in the hall: Draft Law on amending and supplementing a number of articles of 10 laws related to security and order; Draft Law on amending and supplementing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization. The Minister of Public Security explained and clarified a number of issues raised by National Assembly deputies.

From 4:20 p.m. to 5:30 p.m., the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Judicial Records. The Minister of Public Security explained and clarified a number of issues raised by National Assembly deputies.
