Nghe An: Proposal to temporarily restrict vehicles carrying wet sand from circulating through the construction area of ​​the National Highway 7 upgrade project

Recently, on Highway 7, there have been many large trucks carrying wet sand continuously, causing water and sand to spill onto the road surface. This has seriously affected the construction of the crushed stone base layer, the asphalt concrete paving plan and potentially poses a risk to traffic safety and environmental sanitation.

Project Management Board 4 (Vietnam Road Administration) has sent a document to the People's Committee and the Police Department of Nghe An province, reporting on the construction progress of the project to renovate and upgrade National Highway 7, section Km0 - Km36, and address landslides caused by storms and floods in the Khe Thoi - Nam Can section; and simultaneously proposing a temporary restriction on vehicles carrying wet sand from circulating through the construction area.

It is known that the National Highway 7 upgrade project was approved by the Ministry of Transport on March 18, 2022, and officially commenced in September 2022. The project has a total investment of over 1,300 billion VND and a total length of 27.5 km, passing through the districts of Dien Chau, Yen Thanh, and Do Luong (formerly) in Nghe An province. The project is divided into three construction packages: 01, 02, and 03. The packages were expected to be completed in December 2023. However, when the deadline arrived, the project could not be completed as planned. The Ministry of Transport subsequently extended the deadline.
Despite multiple extensions, the project remains behind schedule, significantly impacting traffic flow and the lives of residents along the route.

According to Project Management Board 4, thanks to the active guidance and support of the Provincial People's Committee, the Provincial Police, and local authorities, the land handover process has yielded positive results. Hop Minh, Van Tu, and Minh Chau communes have completed 100% of the land handover; only two households in Dien Chau commune remain involved in land disputes, awaiting the court's resolution.

Contractors are accelerating progress, organizing multiple construction teams simultaneously, striving to complete the asphalt concrete paving by October 2025. However, according to feedback from Project Management Board 4, recently, many large trucks carrying wet sand have been continuously circulating on the route, causing water and sand to spill onto the road surface. This seriously affects the construction of the crushed stone base layer, the asphalt concrete paving plan, and poses potential risks to traffic safety and environmental hygiene.

According to the plan, from October 14th to 25th, 2025, contractors will begin paving the road section from Km21+00 to Km25+00 in Van Tu commune. To ensure the quality of the project, the road surface needs to be kept dry and free of dust before applying the asphalt binder. With the current situation of trucks carrying wet sand, these technical requirements cannot be met.

Based on this situation, Project Management Board 4 recommends that the People's Committee of Nghe An province and the Provincial Police direct relevant authorities to temporarily prohibit vehicles carrying wet sand from circulating through the section in Van Tu commune from October 14 to 30, 2025, in order to facilitate the construction units in completing the asphalt concrete paving work on schedule, ensuring the quality and aesthetics of the project.

This is the reality that has been occurring on National Highway 7A for a long time, causing public outrage due to the ever-present high risk of traffic accidents.

Project Management Board 4 expressed its desire to continue receiving close attention and guidance from the leaders of the People's Committee and the Police Department of Nghe An province so that the National Highway 7 Project can be completed soon, maximizing investment efficiency and meeting the requirements for developing transportation infrastructure in the western region of Nghe An.
