Speaking at the ceremony, Mr. Nguyen Hoa Binh , Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chief Justice of the Supreme People's Court, said that this was the first time the Supreme People's Court had collaborated with the Vietnam Musicians Association to organize the competition, aiming to commemorate the 80th anniversary of the Traditional Day of the People's Courts (September 13, 1945 – September 13, 2025).
“In nearly 80 years of building, striving, and maturing, the People's Court system has made very important and significant contributions to the development of the country. However, in reality, there is still a lack of musical works that become a source of pride for judges in particular and the court system in general. Previously, there have been campaigns to encourage songwriting, but the results have not been as desired, and the reach and acceptance of the public have not been strong,” the Chief Justice of the Supreme People's Court stated, while also expressing hope that this competition will attract the participation of a large number of authors nationwide, especially well-known musicians.

Speaking further about the unique characteristics of the judicial profession, Mr. Nguyen Hoa Binh stated that it is a demanding, stressful job with many sacrifices. “Judges are strong-willed individuals who overcome obstacles to protect justice, silently reject temptations to maintain integrity, and steadfastly face threats and dangers to themselves and their families to protect justice and the legitimate rights and interests of the people,” Mr. Nguyen Hoa Binh said.
Furthermore, Mr. Binh assessed that in the current context, the workload for judges is increasing. Accordingly, while in 2012, the number of cases that courts at all levels had to handle annually was over 250,000, after 10 years, this number has increased to nearly 700,000 cases, while the number of staff has not increased, the demands of the people are becoming higher, and the nature of the work is becoming more complex.
Therefore, the Chief Justice of the Supreme People's Court hopes that this creative writing campaign will serve as a source of encouragement and motivation for the love of the profession and sense of responsibility of the judges, as well as officials, civil servants, and workers in the court system, making an important contribution to the successful fulfillment of assigned tasks.
According to the Regulations, the songs participating in the Contest must have themes praising the historical traditions of the construction and development of the People's Court system; affirming the role and contributions of the People's Court - the symbol of justice - in the cause of building and protecting the Fatherland; in the process of building and perfecting the legal system, judicial reform, administrative reform, and building a socialist rule of law state.
Furthermore, the songs should honor the beauty and praise the silent sacrifices, hardships, dangers, and yet glorious achievements of judges and court officials in exercising judicial power, protecting justice, human rights, the socialist system, and the legitimate rights and interests of organizations and individuals through the judicial process. The songs should reflect the widespread and vibrant emulation movements, exemplary individuals, and good deeds within the People's Court system.
The competition is open to all Vietnamese citizens residing, working, studying, or laboring in Vietnam and abroad, as well as foreigners residing, working, studying, or laboring in Vietnam. All participants are eligible to compose songs about the People's Courts. Each author may submit multiple entries; the works can be in any style or musical genre.
The submitted work must have lyrics in Vietnamese that are clear, easy to remember, and highly relatable to the community; the lyrics and content of the song must not violate the national customs and traditions, must be within the legal framework, and must adhere to the theme of the composition; the melody must be beautiful, the structure concise, the style new and creative; it must be a new composition, not previously entered in any competition, and free from any copyright or authorship disputes.
The competition aims to celebrate the 80th anniversary of the Traditional Day of the People's Courts.
The competition entry includes: 1 complete musical score of both music and lyrics on A4 paper (scanned copy), clearly stating the lyricist and composer; 1 audio recording of the song in MP3 format (if submitted via email) or a USB recording (if submitted by mail or in person); 1 registration form - according to the attached competition rules (scanned copy). In case the work has co-authors, please provide the full information of all authors. The competition entry should be placed in a large, sealed envelope, clearly marked "Entry for the Songwriting Competition about the People's Court".
Submission period: From 00:00 on November 2, 2023 to 17:00 on July 30, 2024 (if entries are sent by mail, the Organizing Committee will consider the postmark). The judging panel for the entries includes renowned and reputable musicians and leaders from the Supreme People's Court to evaluate and select the high-quality works. The prize structure includes: 1 first prize worth 50,000,000 VND; 2 second prizes worth 30,000,000 VND each; 3 third prizes worth 20,000,000 VND each; and 4 consolation prizes worth 10,000,000 VND each.
