Research on the 'forest city' model in the center of Hanoi

Deputy Prime Minister Tran Hong Ha proposed studying a model of compact housing and compact urban development, but with gardens inside the houses and forests within the city center of Hanoi .

On the afternoon of June 13, Deputy Prime Minister Tran Hong Ha chaired a meeting to appraise the task of adjusting the general planning of Hanoi Capital City until 2045, with a vision to 2065.

Mr. Ha suggested that Hanoi City finalize the draft decision of the Prime Minister on approving the task of adjusting the general planning of the Capital. The city should select a renowned and reputable planning consultancy firm and leading experts for review to determine the vision, goals, and driving forces for development. Hanoi will be on par with the capitals of developed countries in the region and the world .

"The city needs to organize creative idea competitions on the planning of the capital, gathering public opinion," Mr. Ha suggested, emphasizing that the planning should pay special attention to underground space and infrastructure; expanding new urban development spaces along the Red River axis, Ring Roads 4 and 5, and radial axes.

Hanoi's transportation network will be diversified, including roads, urban rail, air, and waterways, ensuring connectivity and guiding the development of new urban areas and satellite cities.

The planning needs to establish criteria and principles for construction, renovation, and improvement in existing urban areas; develop new urban areas in accordance with Hanoi's characteristic planning and architectural forms; and establish rural and urban belts that reflect Hanoi's identity and are compatible with the natural landscape. "Planning guides the development of transportation infrastructure. Transportation guides urban development. Urban areas guide the resources for implementing the plan," Mr. Ha said.

According to Hanoi City Vice Chairman Duong Duc Tuan, the goal of Hanoi's planning is to transform it into a modern, smart city, creating a ripple effect and regional connectivity; a center and driving force for development in the Red River Delta region, the key economic zone of Northern Vietnam, and the entire country. Hanoi residents will enjoy a high standard of living and quality of life.

Hanoi will promote the development of satellite cities and centrally-administered cities; strictly manage the development of high-rise housing in the central area; renovate, upgrade, and reconstruct urban areas; develop urban underground spaces; build rural areas in harmony with urban areas, preserve traditional cultural identity, protect the environment, and create sustainability.

After the planning task is approved, the city will select a planning consultancy firm; form a team of experts and scientists for review; assess the current situation, and collect and standardize data.

The concept of compact cities was introduced in 1973 and became popular in Europe and North America. A compact city is a concentrated urban model built with high density and mixed land use. This is a common urban development trend worldwide as land resources are limited.

Compact cities not only focus on vertical, vertical, and vertical development to compensate for width, but also address transportation, energy, work, and amenities in a comprehensive manner. Compact cities require public transportation to reduce the use of private vehicles while still meeting the commuting needs of residents.

Many cities around the world have successfully implemented the compact urban model, such as Curitiba (Brazil), Singapore, Tokyo (Japan), etc.
