Research on the 'forest city' model in the center of Hanoi

Deputy Prime Minister Tran Hong Ha proposed to study the model of compact houses and compact urban areas, but with gardens inside the houses and forests inside the cities in the center of Hanoi .

On the afternoon of June 13, Deputy Prime Minister Tran Hong Ha chaired a meeting to review the task of adjusting the master plan of Hanoi Capital to 2045, with a vision to 2065.

Mr. Ha suggested that Hanoi City complete the draft decision of the Prime Minister on approving the task of adjusting the general planning of the Capital. The City should choose a famous and prestigious planning consultancy organization and leading experts to determine the vision, goals and driving force for development. Hanoi will be on par with the capitals of developed countries in the region and the world .

"The city needs to organize creative idea competitions on capital planning and collect public opinions," Mr. Ha suggested, emphasizing that planning needs to pay special attention to underground space and underground infrastructure; expanding new urban development space along the Red River axis, beltways 4 and 5 and radial axes.

Hanoi's transportation network will be diverse, including roads, urban railways, aviation, and waterways, ensuring connection and orientation for development routes of new urban areas and satellite cities.

Planning needs to set criteria and principles for construction, renovation and improvement in existing urban areas; develop new urban areas in accordance with the typical planning and architectural form of Hanoi; establish rural and urban belts with the right identity and in accordance with the natural landscape. "Planning leads to the development of transport infrastructure. Transport leads to urban development. Urban areas lead to the resources to implement the planning," said Mr. Ha.

According to Vice Chairman of Hanoi City Duong Duc Tuan, the planning goal of Hanoi will be to become a modern, smart city, creating a spillover effect and regional connectivity; to become a center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country. Hanoi people have a high standard of living and quality of life.

Hanoi will promote the development of satellite towns and affiliated cities; strictly manage the development of high-rise housing in central areas; renovate, embellish and rebuild urban areas; develop underground urban spaces; build rural areas in harmony with urban areas, preserve traditional cultural identity, protect the environment and create sustainability.

After the planning task is approved, the city will select a planning consultancy organization; establish a group of experts and scientists to review; assess the current situation, collect and standardize data.

The concept of compact urban areas was introduced in 1973 and popularized in Europe and North America. Compact urban areas are concentrated urban models built with high density and mixed land use functions. This is a common urban development trend in the world when land resources are limited.

Compact urban areas not only focus on vertical development, height, and depth to compensate for width but also synchronously solve the problems of traffic, energy, work, and amenities. Compact urban areas need public transportation to reduce private vehicles while still meeting the travel needs of people.

Many cities in the world have successfully applied the compact urban model such as Curitiba (Brazil), Singapore, Tokyo (Japan)...
