TPO - Despite being built with modern facilities, Ky Loi Secondary School (Ky Anh town, Ha Tinh province) has never once welcomed students. After 14 years, the building is dilapidated, decaying, and overgrown with trees.

In 2010, to make way for major projects in the Vung Ang Economic Zone, the People's Committee of Ha Tinh province decided to establish the Tan Phuc Thanh resettlement area (Ky Trinh ward, Ky Anh town) to relocate thousands of households from Ky Loi commune. The entire project, including the commune People's Committee headquarters, schools, and health station in the Tan Phuc Thanh resettlement area, was funded by the Provincial People's Committee with 33 billion VND, and the Provincial Economic Zone Management Board was assigned as the investor. |
However, due to numerous problems in the relocation process, thousands of households have yet to move to their new homes. After a long period of abandonment, the commune's People's Committee headquarters and health station have been put into operation, while Ky Loi Secondary School, built at a cost of over 3 billion VND, has never been used and has been abandoned for 14 years. |
According to records, Ky Loi Secondary School was built on a plot of land larger than 2,000 square meters, consisting of a two-story building with 10 classrooms and an administrative building. |
After being abandoned for 14 years, many structures here have deteriorated and fallen into disrepair. |

"Money was spent building the school, but it has never once welcomed students. The facilities at the school are gradually deteriorating and becoming damaged due to lack of use, which is a huge waste," said a resident of Ky Trinh ward. |
The electrical system and ceiling fans in the classrooms are rusted and damaged, rendering them unusable. |

According to the leaders of Ky Loi commune's People's Committee, the school was built but abandoned due to a lack of students. The local authorities have submitted a proposal to re-plan and merge the school's facilities and grounds with the kindergarten to avoid waste. Currently, there are still about 1,500 households in the commune that have not yet moved to the resettlement area. |
