In Tan Hoa commune (Minh Hoa district, Quang Binh province), floodwaters caused nearly 400 houses to be submerged nearly 2 meters deep. Despite the deep flooding, Tan Hoa was still safe from the flood thanks to proactively stockpiling food and people living on floating houses.
