On the afternoon of June 13th, following reports from residents of Hung Nhan commune, Vinh Bao district, Hai Phong city, we visited the site of the high-tech agricultural and food processing, preservation, and storage complex project invested by Hien Le Trading and Service Co., Ltd., headquartered in Hai Duong province.

The large, rectangular plot of land, situated next to National Highway 10 leading from Hai Phong City to Thai Binh Province via Nghin Bridge, is enclosed by a wall taller than a person's head and is overgrown with weeds due to being left undeveloped for a long time.

Speaking with Nguoi Dua Tin (The Informer), a representative of the People's Committee of Vinh Bao District, Hai Phong City, informed that the high-tech agricultural and food processing, preservation, and storage complex project, invested by Hien Le Trading and Service Co., Ltd. (Agricultural Product Pre-processing Project), received investment approval from the City People's Committee in 2021.

The project covers an area of ​​8 hectares, with a total investment of nearly 440 billion VND and an expected capacity of 24,000 tons of raw materials per year. This is the first large-scale agricultural product processing project in Vinh Bao district, aiming to expand production areas and meet the needs of domestic and international markets.

The project provides services for preliminary processing, processing, and preservation of agricultural products and food in many localities of Vinh Bao district, Hai Phong city, primarily in the three communes of An Hoa, Thanh Luong, and Dong Minh, with an initial raw material production area of ​​approximately 200 hectares, later expected to increase to 300-500 hectares.

At the groundbreaking ceremony for the agricultural product processing project in Hung Nhan commune, Vinh Bao district, the investor's representative (Hien Le Trading and Service Co., Ltd.) committed to completing the project on schedule, putting it into operation in the second quarter of 2026, creating more jobs for workers in Vinh Bao district, expanding the raw material growing area of ​​the district and the provinces of Thai Binh, Nam Dinh, Ha Nam, Hai Duong, etc.

However, nearly 10 months after the groundbreaking ceremony, the agricultural product processing project in Hung Nhan commune remains dormant. After being handed over the entire 8-hectare cleared site, the investor proceeded with leveling the land, building boundary walls, and then leaving it unattended, allowing weeds to grow rampant.

Faced with this situation, local residents are extremely worried that this project will be similar to the Haphofood vegetable and fruit processing plant project in Tien Lang industrial cluster, Tien Lang district, Hai Phong city, which has a total investment of nearly 2,000 billion VND and a capacity of 150,000 tons of raw materials per year.

The Haphofood vegetable and fruit processing plant project received investment approval from the Hai Phong City People's Committee in April 2019 and commenced construction in May 2019. However, in September 2021, the investor (Haphofood Co., Ltd.) submitted a letter requesting to cease investment activities for the project.

On the afternoon of June 13th, informing Nguoi Dua Tin about the reason for the delay in the implementation of the agricultural product processing project in Hung Nhan commune, Vinh Bao district, Hai Phong city, after its groundbreaking, a representative of Hien Le Trading and Service Co., Ltd. stated that the company has not yet completed some required procedures. These mainly involve procedures related to environmental impact assessment.

"Currently, the company is urgently coordinating with relevant local authorities to complete the remaining procedures according to regulations. If everything goes smoothly, we expect to start implementing the project in August 2024," this person said.

Speaking to Nguoi Dua Tin (The Informer), Mr. Vu Xuan Quang, Permanent Vice Chairman of the People's Committee of Vinh Bao District, Hai Phong City, said that the government and people of Vinh Bao District are eagerly awaiting and hoping that the agricultural product processing project in Hung Nhan commune will ensure a stable and high-quality market for many local agricultural products such as vegetable soybeans and various fruits and vegetables. At the same time, it will create jobs for a portion of the district's workforce.

“To facilitate the investor's project implementation, the Vinh Bao district government has focused on land clearance and has handed over all cleared land. Currently, the enterprise is completing the necessary procedures related to several city departments and agencies. We hope that the enterprise will soon implement and put the project into operation after completing the procedures as committed,” said Mr. Vu Xuan Quang .
