According to the head of the Phan Ho Bac district police, Nguyen Cao Quoc Ky is a local resident, not a tour guide as initially reported, nor does he possess a tour guide license or belong to any tourism company.

Tourist Trang Bao Nguyen and Mr. Nguyen Cao Quoc Ky only knew each other through social media promoting tourism on Phu Quy Island. Lieutenant Colonel Phan Ho Bac stated that the incident was not complicated; the tourism company that organized the tour on the island (which received this tourist from Mr. Ky) had already returned 750,000 VND to the tourist (due to the shortened tour program), so that the tourist could transfer it to Mr. Ky, but the tourist was unaware that the tourism company had already transferred the money.

Mr. Ky claims that the tourist evaded responsibility and refused to return the agreed-upon amount, leading to the altercation. The Phu Quy Island District Police confirmed that tourist Trang Bao Nguyen was also at fault from the beginning and did hit Mr. Ky when Mr. Ky blocked his path in Long Hai commune. Mr. Ky then lunged at the tourist, scratching and tearing his face with his sharp fingernails.

It was wrong for Mr. Ky to post the incident online and incite people to insult tourists immediately after the incident, damaging the island's tourism brand. The police have now requested that he remove the inflammatory and insulting comments from his personal page. According to regulations, the police will fine Mr. Nguyen Cao Quoc Ky for disturbing public order.

The district police are currently trying to contact tourist Trang Bao Nguyen to coordinate the resolution of the issue, but he is not answering the phone.

Lieutenant Colonel Phan Ho Bac stated that currently, many locals on the island are working as independent tour guides for a fee. When incidents occur, no one takes responsibility. Therefore, the island district police advise tourists visiting Phu Quy to book tours with legally registered travel companies to ensure protection under regulations and avoid unnecessary risks.
