Accurately identify "original data" to avoid wasting digital resources

On the afternoon of December 5, the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation held a meeting to review the overall performance of the year and address outstanding issues, difficulties, and risks that could create bottlenecks in the implementation of tasks in the concluding notices.

The meeting contents aim to serve the Conference to summarize the work in 2025 and the key tasks in 2026 of the Steering Committee.

At the meeting, delegates focused on clarifying a number of issues regarding institutional improvement; digital transformation in four blocks of agencies in the political system; the three-house cooperation model and ordering mechanism, public-private partnership and the localization rate of industrial products; solutions for strategic technology development, etc.

The report at the meeting showed that, up to now, the electronic civil status database ( Ministry of Justice ); the national database on land (Ministry of Agriculture and Environment); the database on court judgments and decisions (Supreme People's Court); the national database on finance (Ministry of Finance) have had a foundation and the database has been centrally formed, ensuring the system operates stably, data is generated from the process of handling administrative procedures, operating continuously from the Central to the local level.

For the national database on construction activities (Ministry of Construction), the education sector database (Ministry of Education and Training); the national database on social security (Ministry of Home Affairs), the property income inspection database (Government Inspectorate); the goods database (chemicals, precursors) (Ministry of Industry and Trade), the data is partially available but has only been digitized and has not been created according to the correct business process.

The health sector database group (Ministry of Health), agricultural sector database (Ministry of Agriculture and Environment); administrative violation handling database (Ministry of Justice transferred to Ministry of Public Security) have not been deployed yet.

Regarding the current status of building 105 databases assigned in 2025 according to Resolution 71/NQ-CP: 31 databases have platforms and centrally formed databases; 36 databases are being deployed, initially building platforms and shared software; 38 databases are being deployed/not deployed yet...

Thus, up to now, most of the platforms and databases have been centrally formed, ensuring a stable operating system, data generated from the administrative procedure settlement process, ensuring "correct-sufficient-clean-living-unified-shared". Ready to connect, communicate, and share with the national comprehensive database. However, there are still 38 databases that are/have not been deployed, with a high risk of not ensuring completion progress in 2025.

The causes of the difficulties and problems in implementation are pointed out to be the lack of determination and focus in leadership, direction and operation of leaders in a number of ministries and branches; unscientific and unreasonable division of leadership; lack of unified coordination mechanism; lack of technical coordination and data sharing among units under the ministry and between units of ministries and branches.

Some ministries and branches have not yet determined which databases need to be prioritized first to promptly serve the settlement of administrative procedures and management and operation work; they have not correctly identified which data is "original data" and "master data", leading to information fields being collected repeatedly, causing waste of digital resources.

To ensure the progress of building national and specialized databases on schedule, delegates attending the meeting said it is necessary to deploy unified coordination, strengthen coordination between units, and establish a technical coordination mechanism between units under the ministry.

Develop and promulgate strategies and roadmaps for building databases of ministries and branches; clearly identify the priority order of databases that need to be deployed first to promptly serve the administrative procedure settlement, management and operation of ministries and branches and the Government; accurately identify "original data" and "master data" to avoid duplicate information collection and waste of digital resources.
