Actively transforming digitally in building model new rural areas

After the merger, Xuan Hoa Commune was newly merged from the communes: Xuan Hoa, Xuan Hung and Xuan Tam. These are all communes that have previously achieved advanced NTM and model NTM standards. These outstanding results are a solid foundation for Xuan Hoa to continue striving to achieve the goal of building a modern, ecological NTM in the new period.

Thanks to achieving the criteria of advanced NTM and model NTM, up to now, the infrastructure of Xuan Hoa commune has been invested systematically with a system of rural roads and electricity serving daily life and production to the fields. Criteria of schools, health care, culture, etc. have been invested synchronously, well meeting the needs of the people. Thanks to that, the rural appearance in the commune has clearly changed, the economic - social infrastructure has been invested in, the landscape is green - clean - beautiful, the material and spiritual life of the people is constantly improved.

Mr. Dao Quang, Head of the Farmers' Association of Xuan Tam 4 Hamlet, said that the hamlet has many residential areas and roads that have been recognized as model roads. Up to now, the roads in the hamlet have been planted with flowers and ornamental plants. To have model roads like today, not only the hamlet officials are active but also the people wholeheartedly support, participating in watering and taking care of the plants every day. On the other hand, the model roads in the locality are equipped with lighting systems and security cameras to ensure that the travel and daily activities of local people are very convenient and safe. People no longer worry about petty theft or unsafe traffic at night.

Xuan Hoa also pioneered in building a model of NTM in digital transformation. Accordingly, people in the commune have access to smart services such as: using smartphones, accessing online payment services; having a camera system to monitor security and order... Local officials all apply platforms serving the digital transformation of the government through channels such as Zalo, Facebook, the commune's electronic information page, the province's online public service portal... to effectively carry out information and propaganda work. Administrative procedures are received and resolved on the electronic one-stop system.

Identifying agriculture as a breakthrough direction in economic development

In recent times, Xuan Hoa commune has focused on agricultural development, considering this a breakthrough in economic development, contributing to continuously improving the income of local people. Specifically, in 2024, the value of agricultural, forestry and fishery production in the commune reached 854.6 billion VND, an average annual increase of 4.3%. Currently, the average income per capita in the commune is more than 93.8 million VND/year, which is a testament to the results of the process of building new rural areas to improve the material and spiritual life of rural people.

Up to now, in Xuan Hoa commune, 5 linkage chains have been formed, 16 establishments have registered trademarks. The One Commune One Product (OCOP) program has been effectively implemented with 12 products meeting OCOP standards of 3 stars or more, of which 4 products meet OCOP standards of 5 stars. Thanks to that, many local agricultural products have been recognized by the market, not only consumed well in the domestic market but also exported to many demanding markets.

The locality also pays great attention to developing high-tech agriculture and building model agricultural models. Up to now, the whole commune has nearly 360 hectares of crops meeting VietGAP and GlobalGAP standards. The commune has also formed many specialized areas for growing specialty crops with high economic efficiency.

Mr. Nguyen Van Sinh, Director of Xuan Tam Durian Cooperative, said that durian is a top crop with high economic efficiency. In recent times, the cooperative has attracted many members to participate, expanding the area of this crop to 80 hectares. Thanks to the application of new science and technology in production, the durian gardens of the members have achieved high productivity. For many years, the cooperative's members have been cultivating according to safe production processes and have been granted VietGAP certification. Currently, the members continue to convert to organic farming with the goal of making delicious, safe products, not only meeting the needs of the domestic market but also meeting export standards to demanding markets.

In the hamlets of Xuan Tam 4, Xuan Tam 5, Xuan Tam 6, a specialized area for growing longan has been established for high and stable economic efficiency. Previously, this land was mainly planted with cajuput trees or mixed gardens for low income. Along with the process of building new rural areas, the locality has invested in a system of roads and electricity for daily life and production. Thanks to that, people have boldly switched to growing specialty fruit trees.

Mr. Nguyen Thanh Binh, a farmer in Xuan Tam 6 hamlet, shared that in the beginning, longan cultivation was still fragmented and small-scale. Realizing that longan trees bring high economic value, many farmers invested in intensive farming, applying new science and technology to production. Up to now, the area of yellow rice longan cultivation in the locality has expanded to about 70 hectares, becoming a key crop with high economic efficiency in the locality.

According to Vice Chairman of Xuan Hoa Commune People's Committee Nguyen Van Xung, in the process of building new rural areas, in addition to completing infrastructure and transportation, the local Party Committee and government have paid great attention to supporting and creating favorable conditions for farmers to develop production. Up to now, many specialized areas for growing specialty trees such as longan, durian, etc. have been formed in the commune for high economic efficiency. The commune also encourages the expansion of the establishment of fruit tree cooperatives, acting as a focal point for linking with farmers to form production chains; supporting the building and promotion of brands for local agricultural products and specialties so that products have stable output and sustainable development.
