Who received bribes from tycoon Nguyen Cao Tri?

In the case of the Dai Ninh Urban Commercial, Tourism and Ecological Resort Project (Lam Dong province), the Ministry of Public Security's Investigation Police Agency proposed to prosecute Mr. Nguyen Cao Tri, General Director of Saigon Dai Ninh Company, for the crime of Bribery.

According to the investigation conclusion, Mr. Nguyen Cao Tri colluded and gave money to the Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, Deputy Inspector General of the Government , and members of the working group of the Government Inspectorate.

The bribery was aimed at influencing, intervening, reporting and proposing to extend the Dai Ninh Project, delaying the progress, creating conditions for transferring the Project to Thien Vuong Company (under Novaland Group) to help Mr. Tri illegally benefit from 2,700 billion VND.

Specifically, Mr. Tri was guided by Mr. Tran Van Minh, former Deputy Inspector General of the Government, on the procedures for submitting a petition of Saigon Dai Ninh Company, establishing a working group and the Government Inspectorate issued Report No. 715, Conclusion No. 1033 in the direction of extending and delaying the progress of the Dai Ninh Project.

Afterwards, Mr. Tri met and gave Mr. Minh 2 times with a total amount of 10 billion VND. However, Mr. Tran Van Minh died so he could not work with the leader on this matter.

At the Government Inspectorate and Lam Dong Provincial Inspectorate, Mr. Tri was also guided by some defendants on the procedures to verify the financial situation of Saigon Dai Ninh Company; make a working record, report on verifying the petition in the direction of agreement with Lam Dong province and conclude in the direction of recommending extension, delay in progress, and extension of land use of the project.

After that, Mr. Tri met and gave a total of 900 million VND to the former Deputy Director of the Government Inspectorate II, Head of the Working Group Le Quoc Khanh. In addition, Mr. Tri also asked Mr. Khanh and Deputy General Director of Capella Company Tran Thi Thanh Thuy to give 150 million VND to the working group member Hoang Van Xuan.

Another member of the working group, former Chief Inspector of Lam Dong province Nguyen Ngoc Anh, was given 100 million VND by Mr. Tri.

Meanwhile, in Lam Dong province, the General Director of Saigon Dai Ninh Company was assisted by former Provincial Party Secretary Tran Duc Quan and former Provincial Chairman Tran Van Hiep in changing the business registration and changing the legal representative at Saigon Dai Ninh Company.

The two leaders also created favorable conditions for Mr. Tri by agreeing with Report No. 715 of the Government Inspectorate to extend and delay the project progress; speeding up the temporary calculation of land prices and procedures to extend and delay the project progress according to Conclusion No. 1033.

Afterwards, Mr. Quan and Mr. Hiep received 2.1 billion VND and 4.2 billion VND respectively from Nguyen Cao Tri.
