The draft circular promulgating regulations on standards, conversion processes and organization of appraisal of electronic textbooks compiled according to the general education program has just been announced by the Ministry of Education and Training .
Accordingly, the content of electronic textbooks must be consistent with the content of printed textbooks. The digital format of electronic textbooks complies with current technical standards and regulations, and supports multiple platforms (computers, phones, e-readers). Fully comply with legal regulations in the publishing field. The interface of electronic textbooks must be optimally displayed on different devices, suitable for the health and vision of students at all levels in terms of fonts, font sizes, colors, visual effects, and sounds.
According to the standards specified in the draft, electronic textbooks have the features of searching, highlighting, taking notes, zooming in and out of content, allowing basic interactions (selecting answers, dragging and dropping, listening to repeat, entering text...). Electronic textbooks also have flexible integration and updating features, and can be linked to learning management systems according to popular standards, artificial intelligence, virtual reality technology...
E-textbooks can also be used online or downloaded without a stable internet connection, ensuring users always have access.
Regarding infrastructure, the draft circular stipulates that the data storage server system located in Vietnam, with a Vietnamese Internet domain name, is assigned by the Ministry of Education and Training to a competent unit according to the provisions of law to organize operation, maintenance, and periodic updates under the supervision of the Ministry of Education and Training.
The draft clearly states that electronic textbooks must comply with the provisions of the current Publishing Law, Cyber Security Law, and Digital Technology Industry Law. At the same time, they must strictly comply with regulations on security and privacy of personal data. There are measures to prevent and protect against cyber security threats, ensuring that they do not contain harmful or offensive links or content.
Electronic textbooks are not allowed to insert advertisements, business content, shopping suggestions, or outside introductions into electronic textbooks.
According to the draft, the Ministry of Education and Training stipulates that units converting electronic textbooks must coordinate with general education institutions to organize technical experiments and evaluate user experiences on representative groups of students and teachers.
Electronic textbooks must also be assessed by an organization established by the Ministry of Education and Training. In case electronic textbooks must be edited and updated, when printed textbooks are edited and updated, the conversion process must be applied.
