The 13th National Party Congress determined: "Great national unity is the strategic line of the Vietnamese revolution, a driving force and a great resource in building and defending the Fatherland". In which, the Vietnam Fatherland Front is the broadest form of political alliance organization of our people, the political foundation of the people's government, and the place to gather and promote the strength of great national unity under the leadership of the Party.

The Draft Political Report (BCCT) submitted to the 14th Congress mentioned "promoting the strength of the people and the great national unity bloc", however, the content on the role and position of the Vietnam Fatherland Front and socio-political organizations in consolidating the great unity bloc needs to be supplemented more deeply and specifically, to properly reflect the strategic importance that the 13th Congress identified.

First of all , it is necessary to affirm more clearly that the Vietnam Fatherland Front is the center of political alliance, the symbol and nucleus of the great national unity strength, and at the same time the political foundation of the people's government. The Politburo should supplement this argument to highlight the fundamental position of the Front in the political system, thereby emphasizing the organic relationship between the Front, organizations and the Party in consolidating the "people's hearts and minds position".

Second, it is necessary to institutionalize the three guiding viewpoints that General Secretary To Lam stated at the Congress of the Party Committee of the Vietnam Fatherland Front and Central mass organizations for the 2025-2030 term. The report should include content emphasizing the role of the Front and its member organizations in building a "digital solidarity space" where people - especially the young generation - share positive values, spread patriotism, fight against false information, and protect the Party's ideological foundation in cyberspace.

Finally, to consolidate the great solidarity bloc sustainably, the report should clarify the requirement of "people know - people discuss - people do - people check - people supervise - people benefit" as a consistent principle, while clearly defining the responsibilities of each entity in the political system, in which the Vietnam Fatherland Front plays a coordinating role, and socio-political organizations are the direct implementing force.

Youth pioneers in national digital transformation

The 13th National Party Congress has proposed three strategic breakthroughs, emphasizing the development of human resources, especially high-quality human resources associated with innovation and application of science and technology. This is the field where young people have advantages, potential and responsibility to take the lead.

The draft Politburo submitted to the 14th National Congress continues to affirm this spirit, but it is necessary to clarify the role, position and mechanism for promoting the potential of the young generation. Youth is a great social force, with intelligence, youthfulness and a strong spirit of dedication; therefore, the Politburo needs to clearly affirm that youth is the core force in the cause of industrialization, modernization, international integration and national digital transformation.

The draft needs to add specific content on developing high-quality young human resources, further emphasizing policies on training, promoting, protecting and encouraging young cadres, young intellectuals and young entrepreneurs. Building a National Strategy on developing young human resources for the period 2025-2045 is extremely necessary, aiming to clearly orient specific goals on digital skills, science and technology level, foreign language ability, innovative thinking and international integration spirit of the young generation of Vietnam.

Currently, in the draft of the Political Report, the content on digital transformation mainly focuses on the fields of state management and economy, while the social and humanistic role and the main force of youth in this process have not been clearly shown. The report needs to add a separate paragraph, affirming that youth are the pioneering force in the country's comprehensive digital transformation.

The specific orientations that need to be expressed include: Forming a force of "digital citizens" with knowledge, ethics, capacity to use technology and information security skills; Encouraging young people to participate in designing, mastering and operating national digital platforms, contributing directly to the process of Digital Government, Digital Economy and Digital Society; Promoting the application of new technologies such as artificial intelligence (AI), big data (Big Data), blockchain, internet of things (IoT) in public administration, production, education, agriculture and community life. Along with that, it is necessary to recognize the role of the Vietnam Fatherland Front and socio-political organizations in mobilizing, orienting and spreading the spirit of digital transformation among the people, especially through young people.

In particular, it is necessary to emphasize the role of youth in building digital culture and protecting the Party's ideological foundation. In the context of globalization, international integration and information explosion, the young generation is the force directly affected by cyberspace, multi-dimensional cultural and ideological flows. Therefore, the Politburo needs to supplement content clearly demonstrating the political responsibility and vanguard role of youth in building a healthy digital cultural environment. Specifically, it should be clearly stated in the document: " Promoting the pioneering role of youth in building and spreading digital culture, protecting the Party's ideological foundation, proactively fighting against bad, toxic and false information in cyberspace ". This is a vivid expression of the spirit of "great national unity in the digital age", in line with the direction of General Secretary To Lam on the task of "protecting the great unity bloc in the digital environment".

Finally, it is necessary to supplement the coordination and monitoring mechanism for the implementation of youth-related policies. First of all, it is necessary to clearly assign responsibilities among state agencies, the Vietnam Fatherland Front and socio-political organizations in planning, implementing and evaluating youth policies. Next, it is necessary to establish a system to monitor and evaluate youth development indicators such as: the rate of youth with stable employment, digital skills, the level of participation in volunteer activities, creativity and social trust index.

In addition, it is necessary to strengthen the role of social supervision and criticism of the Front, the Youth Union and other organizations, ensuring that all youth-oriented policies are implemented substantially, effectively, publicly and with accountability. Adding this content will help the XIV Congress documents institutionalize specific management, assessment and supervision tools, contributing to putting the policy of "caring for, nurturing and promoting the young generation" into practice in a clear and sustainable manner.
