Mr. Pham Quang Ngoc, Chairman of the Ninh Binh Provincial People's Committee and Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue, signed an order to evacuate people in the flood diversion and discharge area of the Hoang Long River when the floodwaters on this river exceeded 4.9 meters (the alert level requiring evacuation). The evacuation was completed before 6 PM on the same day.
Accordingly, the provincial leadership requested the People's Committees of Gia Vien and Nho Quan districts to inform the people in the flood diversion and discharge areas and implement evacuation plans when the water level of the Hoang Long River at Ben De reaches +4.9 m.
The People's Committee of Gia Viễn District and the People's Committee of Nho Quan District, in coordination with the Police, Military, and other relevant agencies, are relocating residents and preparing rescue forces and equipment for emergency response when needed.
Ensure that all people in flood-prone and flood-retention areas are evacuated to safety before 6 PM on September 12th and before the Lac Khoai spillway is put into operation.
The People's Committee of Gia Viễn District, the People's Committee of Nho Quan District, the Department of Agriculture and Rural Development, the One-Member Limited Liability Company for the Exploitation of Irrigation Works, and other relevant units are ready with plans for flood discharge when ordered.
According to information from the Ninh Binh Meteorological and Hydrological Station, at 4 PM on September 12th, the water level on the Hoang Long River at Ben De was 4.92m (0.92m above alarm level 3), at Gian Khau 4.47m (0.77m above alarm level 3); the Day River at Ninh Binh was 4.16m (0.66m above alarm level 3), 0.20m above the historical flood peak of 2017.
Forecasts indicate that over the next 12-24 hours, water levels on the Hoang Long River at Ben De and Gian Khau will continue to rise; at Ben De, the level is likely to reach 5.1-5.3m (1.1-1.3m above alarm level 3); at Gian Khau, it will reach 4.5-4.7m (0.8-1m above alarm level 3). On the Day River at Ninh Binh, water levels will continue to change slowly at 4.2-4.4m (0.7-0.9m above alarm level 3).
