Ninh Binh implements Resolution No. 30 NQ TW Contributing to promoting the common development of the Red River Delta region

Proactively build mechanisms and policies

Immediately after the resolutions were issued, our province organized serious dissemination and propaganda for implementation in appropriate forms. The Provincial Party Standing Committee issued a plan, directed Party committees at all levels, Party organizations, authorities, the Fatherland Front and political and social organizations to focus on leadership and direction in developing plans for implementation with a specific roadmap and completion time; carry out political tasks associated with drastic, synchronous and effective implementation, striving to achieve the highest goals set, contributing to the efforts of provinces and cities in the Region to complete the goals according to Resolution No. 30.

Based on the objectives, tasks and solutions of the Central Government, the Provincial Party Committee and Resolution No. 14 of the Government, the Provincial People's Committee has issued a plan to direct all levels, sectors and localities to implement. The issuance of documents, mechanisms and policies of Ninh Binh province has been implemented promptly, synchronously, in accordance with the content of documents issued by the Central Government and in accordance with the actual situation.

In particular, Ninh Binh has focused on building new, supplementing and perfecting policies and mechanisms suitable to specific characteristics, creating favorable conditions for economic sectors to invest in production and business development, attracting labor, solving employment, implementing social security policies, improving investment attraction efficiency, improving the business environment, reforming administrative procedures, and removing difficulties for enterprises. Notably, the completion of institutions and policies and promoting regional linkage development, focusing on building and perfecting sectoral, field and local planning.

Up to now, Ninh Binh province is speeding up the completion of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, to report and submit to competent authorities for approval according to regulations; focusing on implementing tasks such as: Adjusting the Ninh Binh Urban Master Plan to 2040; Planning for the preservation, restoration, rehabilitation and promotion of the value of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex to 2030, with a vision to 2050; Planning for the preservation, restoration and rehabilitation of the special national relic of Hoa Lu Ancient Capital to 2030, with a vision to 2050. Along with that, it is necessary to establish and approve the construction planning of the district area for districts and cities according to regulations.

In particular, the Provincial Party Executive Committee issued Resolution No. 11-NQ/TU, dated June 26, 2022 on sustainable development of the Kim Son coastal economic zone, period 2022-2030; determining to build the Kim Son coastal economic zone into a new driving force, space and growth pole of the province; economic development associated with protecting the world biosphere reserve ecosystem on the basis of green growth, biodiversity conservation, ensuring harmony between environmental conservation and protection with socio-economic development.

Efforts to make a breakthrough

To carry out the task of rapid and sustainable development, creating breakthroughs and spreading in regional and inter-regional economic development, with the spirit of innovation, daring to think and dare to do, our province has determined to deploy strategic breakthroughs to resolve internal conflicts, transform the growth model, restructure the development method from "brown" to "green", clear and effectively use resources to promote sustainable socio-economic development of the province.

Thanks to the right policies, although in 2023, the province's socio-economic situation faced many difficulties, the province's economy continued to achieve growth; GRDP growth rate reached a good level, reaching 7.27%, ranking 8th out of 11 provinces and cities in the Red River Delta region, and 23rd out of 63 provinces and cities nationwide. Socio-economic infrastructure was focused on leadership and direction, especially transport infrastructure was increased investment to complete in the direction of synchronization, regional and inter-regional connectivity and the socio-economic development requirements of the province...

Coordinated with the Ministry of Transport to organize the opening, inauguration and operation of the Cao Bo-Mai Son expressway and the Mai Son-National Highway 45 section; inaugurated Au Kim Dai; started and basically completed construction, put into operation the renovation and upgrading project; DT.477 road, from Gian Khau intersection to the end of the 50-hectare area of Gian Khau Industrial Park expansion... Urban development is focused on directing the reasonable distribution of urban areas in the province, creating balanced and harmonious development between regions in the province, combining the renovation of old urban areas and the construction of new urban areas.

Up to now, the province has 1 type II urban area, 1 type III urban area and 7 type V urban areas; the urbanization rate by the end of 2023 is estimated at 31%. In investment promotion, the province has reviewed the list of priority projects to attract and call for investment; encouraged enterprises in the province to innovate technology, apply high technology, advanced technology to improve production lines to improve productivity, quality, diversify product designs, contributing to increasing product competitiveness and increasing production efficiency of enterprises.

To date, the province has had 5 industrial parks in operation, with a total area of 886 hectares. In the years 2021-2023, 9 newly registered investment projects were attracted, with a total registered investment capital of more than 1,880 billion VND; to date, 121 projects have been attracted, with a total registered capital of more than 64,610 billion VND; of which, there are 32 FDI projects, with a total registered capital of more than 605.6 million USD. In addition, 14 industrial clusters have been put into operation, with a total area of more than 530 hectares, an occupancy rate of more than 72%, attracting 360 investment projects to the industrial clusters, with a total registered investment capital of nearly 18,550 billion VND.

Along with economic development, the province pays attention to investing in socio-cultural development, improving the material and spiritual life of the people. In particular, education and training work continues to develop in both scale and quality. The rate of solid classrooms in the whole sector reached 89.2% (an increase of 0.4% compared to the previous year); 98.7% of kindergartens, 79.3% of primary schools (level 2), 100% of secondary schools and 74.1% of high schools meet national standards; in the 2023 high school graduation exam, Ninh Binh province continues to be in the top 5 provinces and cities nationwide in terms of average exam scores, with a graduation rate of 99.6%... Social security and social welfare continue to be concerned, guaranteed, and coverage expanded.

By the end of 2023, the province's poverty rate will be 2.01%, and the near-poor rate will be 2.37%. Political security will be maintained, social order and safety will be ensured. Foreign affairs activities will continue to be expanded, contributing to promoting the image of Ninh Binh to domestic and international friends, gaining support, seeking investment opportunities, expanding markets, and supporting business development.
