Efforts to remove difficulties and speed up disbursement of public investment capital

In 2025, the total public investment capital allocated to the Can Tho City Traffic and Agricultural Construction Project Management Board (PMU) is nearly 16,087 billion VND, accounting for more than half of the city's public investment capital plan. To achieve the planned disbursement rate, the PMU is determined to resolve difficulties and obstacles for each project.

The project to upgrade and expand National Highway 91 (section Km0-Km7) is still facing difficulties in compensation and site clearance.

Low disbursement rate

As of October 15, 2025, the Project Management Board has disbursed more than VND 5,332.5 billion in public investment capital, reaching 33.15% of the plan. The reasons for the slow disbursement of public investment capital are due to slow compensation, support, resettlement, and site clearance; slow supply of materials for projects; settlement and handover work; and some projects have not been accepted due to problems with land procedures and public property procedures.

According to Mr. Le Huu Minh, Head of the Site Clearance Department of the Project Management Board, since July, the site clearance work has still had many shortcomings. Communes and wards are still confused in determining the level of support and resettlement arrangements, waiting for instructions on legal procedures, determining land prices and related support amounts. This has affected the site clearance progress, leading to slower disbursement of public investment capital compared to the plan.

Currently, a number of key transport projects with large capital invested by the Project Management Board are facing many difficulties. Specifically, the Chau Doc - Can Tho - Soc Trang expressway construction investment project phase 1, component projects 2, 3, 4 through Can Tho city have a huge demand for sand and stone materials but the supply is not enough to meet the demand. Many material mines have not been allocated or exploited slowly. The locality does not have material mines, so it must be transported from other provinces, increasing costs and prolonging progress. The quality of local sand has not met the requirements, there is a phenomenon of salinity, it needs to be surveyed and tested before use.

The project to upgrade and expand National Highway 91 (section from Km0-Km7), Can Tho City is slow in compensation, support, resettlement and handover of land for 867 newly affected cases and organizations. As of October 22, 2025, 79 cases have not yet met to consider legality; 145 cases have not been approved by the compensation, support and resettlement council; 470 cases and 6 technical infrastructure works have not been approved with a budget of nearly 1,230 billion VND; 565 cases have not yet issued land recovery decisions. There are 156/397 cases that have been approved but have not yet paid compensation with a budget of more than 179 billion VND and technical infrastructure works with a budget of nearly 25 billion VND. For the project to build and upgrade provincial roads 917 and 918 (phase 2), the discontinuous handover of the site caused difficulties in the construction process. The site was still stuck at the bridgeheads and route ends, and contractors had difficulty transporting machinery, equipment, and materials to the construction site. In addition, the loading work at the bridgeheads took a long time (12-15 months) but the site was not yet available. The source of stone materials for the project was difficult for contractors to find, leading to interruptions and discontinuity in the construction...

Completely remove the obstacles

In 2025, the PMU will perform the role of investor in 58 projects, including 42 transport projects; 8 civil projects and 8 agricultural and irrigation projects. The total public investment capital plan for 2025 is nearly 16,087 billion VND; of which, the capital plan assigned for 2025 is nearly 15,761 billion VND and the capital plan for 2024 extended to 2025 is nearly 326 billion VND. With a large remaining workload, while the time fund is limited, the PMU is making efforts to completely remove difficulties and obstacles, promoting the progress of disbursement of public investment capital in the last months of the year.

Mr. Le Minh Cuong, Director of the Project Management Board, said: Recently, the Project Management Board has cut down a number of weak contractors who did not ensure progress. The Board will continue to review and handle contractors who do not meet the requirements. In addition, it will urge the progress of projects under construction.

Mr. Le Minh Cuong added: To remove difficulties and obstacles, speed up the disbursement of public investment capital in 2025, the Project Management Board recommends that the City Land Fund Development Center coordinate with communes and wards to speed up the compensation payment progress, and mobilize people to hand over the site by the end of October 2025. The Department of Agriculture and Environment provides specific and unified instructions on determining the origin of land, especially for old urban areas and merged areas. Quickly determine the resettlement land price and submit it to the City People's Committee for approval this October. Recommend that technical infrastructure management units (electricity, water, telecommunications, water supply and drainage) coordinate in moving technical infrastructure works out of the construction area to ensure progress.

Regarding the source of materials, the Project Management Board recommends that the Department of Construction propose a temporary mechanism to allow the use of material mines with remaining reserves to meet the requirements of construction progress. Fully announce the prices of materials serving the construction work. The Department of Finance should promptly guide the resolution of problems related to public property procedures, creating conditions for acceptance and handover of works for use. In addition, advise the City People's Committee to allow the settlement of the construction part first, and the compensation, support and resettlement part to be settled later.

At a recent working session with the Project Management Board, Mr. Truong Canh Tuyen, Chairman of Can Tho City People's Committee, requested the Project Management Board to enhance its sense of responsibility, take decisive action, promote its proactive role, and closely coordinate with relevant units to thoroughly resolve problems in compensation, site clearance, procedures, and material sources. The Project Management Board conducts internal reviews and adjusts public investment capital appropriately and effectively. At the same time, it develops a detailed weekly progress plan for each project. Thereby, monitoring the implementation progress, as well as assessing the capacity of contractors and officers in charge, and having timely solutions. For key projects such as the Chau Doc - Can Tho - Soc Trang expressway construction investment project; the project to upgrade and expand National Highway 91 (section Km0-Km7)..., it reports to the city leaders weekly for monitoring and direction.
