(Dan Tri Newspaper) - According to Major General Nguyen Ngoc Lam, Deputy Minister of Public Security , the names of Dinh La Thang, Chu Ngoc Anh, and Pham Xuan Thang are not among the more than 3,700 prisoners being considered for amnesty this time.
At the press conference announcing the President's 2024 amnesty decision on the morning of September 30th, Deputy Minister of Public Security Nguyen Ngoc Lam answered questions from the press regarding the prisoners granted amnesty on this occasion. According to Decision No. 597, the President decided to grant amnesty to 3,763 prisoners currently serving prison sentences and 2 prisoners whose sentences have been temporarily suspended, all of whom meet the eligibility criteria for amnesty in 2024. Deputy Minister Nguyen Ngoc Lam stated that among the 3,763 prisoners granted amnesty, 403 were convicted of crimes related to economic management and official duties; and 561 prisoners are from ethnic minority groups (60 Hmong, 35 Thai, 49 Muong, 54 Dao, 121 Tay, 70 Nung, 8 Ede, etc.).

Regarding crime rates, among those granted amnesty this time, there are 64 convicted of murder, 205 convicted of drug-related crimes, 91 convicted of rape, 156 convicted of robbery, 77 convicted of theft, and 403 convicted of crimes related to public order and economic management; 275 convicted of crimes related to official misconduct and 2,494 convicted of other crimes. "Mr. Chu Ngoc Anh (former Chairman of Hanoi), Mr. Pham Xuan Thang (former Secretary of Hai Duong ), and Mr. Dinh La Thang (former Secretary of Ho Chi Minh City) are not on the list of those granted amnesty this time," Major General Nguyen Ngoc Lam informed. Further information on the number of foreign prisoners granted amnesty, Deputy Minister of Foreign Affairs Do Hung Viet stated that according to the President's amnesty decision, 20 foreign nationals (19 men, 1 woman) were granted amnesty this time. Among them are 9 Chinese, 3 Laotians, 2 Cambodians, 2 Americans, 1 South African, 1 Indian, and 1 Irishman... "20 foreign prisoners were granted amnesty for various crimes such as murder, smuggling, organizing gambling, and organizing illegal stays in Vietnam...", Mr. Viet said. According to the Deputy Minister of Foreign Affairs, after these cases are granted amnesty, the Ministry of Foreign Affairs will send diplomatic and consular missions in these countries to request coordination with Vietnamese authorities to receive the pardoned individuals and implement procedures to bring them back to their home countries or to safe and suitable places of residence. Deputy Head of the Office of the President Pham Thanh Ha emphasized that the amnesty affirms the leniency policy of the Party and State and the humanitarian tradition of the nation towards offenders, encouraging them to repent and reform to become useful members of society. "The process of reviewing and deciding on pardons for prisoners currently serving sentences and those whose sentences have been temporarily suspended is carried out strictly, openly, fairly, accurately, and democratically," Mr. Ha emphasized. According to him, when considering pardons, certain principles must be followed: pardons must be conducted rigorously, strictly, openly, democratically, ensuring fairness, targeting the correct individuals and conditions as stipulated by law, so that all eligible prisoners are considered and no ineligible prisoners are considered for pardon. "The criminal policy of the Vietnamese Party and State towards those who commit crimes is a combination of strict punishment and leniency. Therefore, the penalties applied by criminal law are not only aimed at punishing those who commit crimes but also at reforming them into useful members of society, with an awareness of complying with and obeying the law and rules of conduct, and deterring them from committing new crimes," Mr. Ha emphasized.
