Mr. Nguyen Van Duoc is the Head of the Steering Committee of the Ho Chi Minh City Ring Road 4 project.

The Ho Chi Minh City People's Committee has just issued a decision to establish a Steering Committee to implement the investment project to build Ho Chi Minh City's Ring Road 4.

Accordingly, the Steering Committee for the investment project to build the Ho Chi Minh City Ring Road 4 has 15 members: Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc is the Head of the Committee, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong is the Standing Deputy Head of the Committee.

Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh is the Deputy Head of the Committee in charge of directing compensation, support and resettlement work, Vice Chairman of the Dong Nai Provincial People's Committee Ho Van Ha and Vice Chairman of the Tay Ninh Provincial People's Committee Nguyen Minh Lam are the Deputy Heads of the Committee.

The remaining members are the directors of the Department of Construction, Department of Agriculture and Environment, Department of Planning and Architecture, Department of Finance of Ho Chi Minh City, Dong Nai and Tay Ninh.

Regarding the functions, tasks and powers of the Steering Committee, the Ho Chi Minh City Department of Construction is the standing agency of the Steering Committee for the implementation of the investment project to build the Ring Road 4, directing the implementation of the project in accordance with the resolutions of the National Assembly, the Government and current legal regulations.

In addition, the Ho Chi Minh City Department of Construction is responsible for promptly resolving any problems that arise during the project implementation period. In cases beyond its authority, it must promptly report to the National Assembly, the Government, and the Prime Minister for consideration and decision.

The Ho Chi Minh City Department of Construction directed the organization to make coordination regulations between ministries, branches, the Ho Chi Minh City People's Committee with the People's Committees of Dong Nai, Tay Ninh provinces and related units.

Agencies under the People's Committee of Ho Chi Minh City and provinces are responsible for providing information, coordinating, and sending staff to participate in solving tasks within the functions and authority of the unit.

At the same time, organizations and experts are allowed to be invited to advise, give comments and feedback on related issues, and evaluate mechanisms, policies, organizations and measures for project implementation.

The Government requested to start construction of the Ho Chi Minh City Ring Road 4 project soon.

Ho Chi Minh City Beltway 4 is the largest road project ever in the Southeast region, and the Government has requested that procedures be urgently implemented to start construction soon.

For public investment component projects, the Government assigned the Chairmen of the People's Committees of Ho Chi Minh City, Dong Nai and Tay Ninh to exercise the authority of the investment decision maker, organize the preparation, appraisal and approval of the feasibility study report.

Ho Chi Minh City plays the role of focal point, ensuring the synchronization of the entire project and synthesizing and submitting to competent authorities when it is necessary to adjust the policy. The three localities are fully responsible for the progress, quality, efficiency and prevention of negativity and waste. The goal is to complete the project in 2028 and put it into operation in 2029.
