The second Congress of Delegates of the Vietnam Motorsports Association (VMA) (2025–2030) took place on the morning of December 14th.

The Congress is an important event aimed at summarizing the first term (2020-2025), determining the direction and development goals for the 2025-2030 period, and identifying new strategic directions for the Vietnamese motorsport movement.

At this congress, the Executive Committee was elected for a new term, in which Mr. Vuong Bich Thang – former Director General of the General Department of Physical Education and Sports of Vietnam (now the Department of Physical Education and Sports of Vietnam), and Chairman of the Vietnam Motor Sports Association for the first term – continued to receive high confidence and was re-elected as Chairman of the Association for the second term.

Mr. Ngo Viet Dung was re-elected as Secretary General and Vice President of the Vietnam Motorsports Association. In addition, Mr. Khuat Viet Hung, Mr. Ngo Quang Vinh, and Mr. Phan Duc are the Vice Presidents for the new term.

Mr. Vuong Bich Thang – President of the Association, delivered a speech at the Congress.

At the Congress, delegates listened to and discussed the report summarizing the five-year activities of the first term. The Vietnam Motorsports Association was established in the context of Vietnam preparing to host the F1 Vietnam Grand Prix, but subsequently faced many difficulties due to the Covid-19 pandemic. Under those circumstances, the Association gradually strengthened its organization, maintained its operations, and achieved many remarkable results.

During its first term, the Association strengthened its Executive Board, admitted new members, bringing the total number of member organizations to 20; and participated in managing and providing professional support for many major tournaments such as the Vietnam Off-Road Car Racing Championship PVOIL Cup (2022–2025), the National Gymkhana Car Racing Championship PVOIL Cup (2024–2025), and several motorsports races in various localities.

Notably, over the past five years, 15 out of 34 provinces and cities nationwide have hosted motorsports races in various forms and scales, demonstrating the increasingly widespread nature of the movement.

In addition, the Association has supported Vietnamese athletes participating in international tournaments, including RFC Malaysia 2023 and 2024. At the 2024 tournament, the Saigon Farmers Racing Team ( Binh Duong - Ho Chi Minh City) won the runner-up position, marking a positive impression of Vietnamese motorsports on the regional stage.

In 2023, the Association also worked with DGSPORT (Belgium) on the possibility of organizing an international rally race in Vietnam, and simultaneously developed and promulgated the rules for off-road and gymkhana racing, organized three nationwide training courses, and issued certificates to nearly 100 referees and more than 40 sports officials in localities.

In recognition of their contributions during the first term, 43 collectives and individuals were awarded. Among them, the Vietnam Motorsports Association and OTV Media Joint Stock Company were honored with Certificates of Merit from the Minister of Culture, Sports and Tourism; 7 individuals received Certificates of Merit from the Vietnam Olympic Committee; and many other collectives and individuals received Certificates of Merit from the Vietnam Department of Physical Education and Sports and from the Association.

Entering its second term (2025–2030), the Association is determined to continue strengthening its organization, establishing specialized committees, and expanding and diversifying motorsport activities in the country.

In 2026, the Association plans to collaborate with OTV Media, the Otofun Community, and its members to build a national championship system for off-road car racing and Gokart, based on the experience gained from organizing previous Gymkhana competitions.

The congress unanimously agreed to rename the Vietnam Motorsports Association to the Vietnam Motorsports Federation.

Other key objectives include establishing standards for competition equipment, implementing a system for evaluating and ranking athletes, strengthening cooperation with motorsport organizations in Southeast Asia, China, and Australia, and gradually promoting international integration; while also boosting the promotion of safe driving culture and professional training.

The General Assembly unanimously agreed to rename the Vietnam Motorsports Association to the Vietnam Motorsports Federation, after completing the necessary procedures, and also announced the planned official website: www.vfm.vn – a channel for updating information on the organization's activities, expertise, and future competitions.

With the achievements of the first term and a clear development orientation for the period 2025–2030, the second term of the Vietnam Motorsports Association Congress is expected to open a new, more professional and sustainable path for the domestic motorsports movement.
