Along with numerous inspections, monitoring, and encouragement of the forces implementing the project, this is the fifth time in the past seven months that Prime Minister Pham Minh Chinh has chaired a meeting to review the situation, resolve difficulties and obstacles, and promote the project's implementation.
Also attending were Deputy Prime Minister Tran Hong Ha; Minister and Head of the Government Office Tran Van Son; Minister of Industry and Trade Nguyen Hong Dien; leaders of ministries and agencies; and leaders of Nghe An and Ha Tinh provinces.
The 500 kV transmission line project, circuit 3, from Quang Trach to Pho Noi, is approximately 519 km long, passing through 9 provinces. With a total investment of about 22 trillion VND and comprising 4 component projects, it commenced construction in January 2024. To date, 100% of the land for pile foundations and the transmission line corridor has been cleared; 100% of the poles have been cast; equipment and materials have been supplied to the construction units; 1,159 out of 1,177 pole foundations have been erected; 321 out of 513 spans have been strung; and notably, the Nam Dinh 1 – Thanh Hoa power plant component project has been completed and energized.
The unfinished work is mainly located in the provinces of Nghe An and Ha Tinh, and construction is being urgently carried out to complete the remaining tasks and energize the project before August 19, 2024. However, in this final stage, the construction units are still facing difficulties in terms of manpower for wire pulling; unfavorable weather conditions, especially intense heat or thunderstorms, are hindering construction work.
After leaders of ministries, agencies, units, and the two provinces of Nghe An and Ha Tinh discussed and assessed the situation and proposed tasks and solutions to complete the project on schedule, concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the 500kV transmission line, circuit 3, is a double-circuit line of significant importance, increasing the electricity supply for the North and providing stable electricity for production and consumption of people and businesses.
Recognizing the importance of the project, the Government has provided decisive and close guidance, resolving all difficulties and mobilizing significant resources for the project. Ministries, sectors, localities, units, and the entire political system have actively participated and received the support of the people and businesses for the project.
According to the Prime Minister, the project's workload is enormous, and construction is taking place under harsh weather conditions and in difficult and complex terrain, especially in the North Central provinces, which are considered "rainy pockets and scorching hot pans." However, the project has achieved a large volume of work, with only a small amount remaining... Nevertheless, to complete and put the entire power line into operation as planned, continued high-intensity focus is needed.
Commending and appreciating the efforts of ministries, localities, and the people, especially the Vietnam Electricity Group, in implementing the project, the Prime Minister requested ministries, localities, and especially the construction units to take advantage of favorable weather conditions, concentrate manpower and equipment to complete the remaining tasks safely and with quality; at the same time, conduct trial operation and acceptance testing of each part, leading to the acceptance of the entire project; and organize the restoration work, ensuring environmental sanitation and traffic flow in the areas where the project passes through.
The Prime Minister instructed ministries, sectors, localities, and units to "already determined, but need to be even more determined; already striving, but needing to be even more striving; already trying, needing to try even more; already decisive, needing to be even more decisive"; to "work with focus and priorities, but needing to be even more focused and prioritized"; to review and assign "clearly defined people, tasks, timelines, responsibilities, and deliverables"; to organize construction and implement the remaining tasks in the spirit of "overcoming the sun, conquering the rain, not losing to the wind and storms", to organize "3 shifts, 4 teams, working continuously 24/7", "eating quickly, sleeping urgently", "discussing work, not backing down"... to complete the project before September 2, 2024, to celebrate the 79th anniversary of National Day.
The Prime Minister assigned specific tasks to each ministry, sector, locality, and unit; and directed the forces to coordinate closely and support each other to successfully complete the tasks; and to organize a review and draw lessons learned from the direction, leadership, management, and implementation of the project.
In this process, the Ministry of Industry and Trade regularly inspects and monitors the project's implementation; and organizes the acceptance of the completed works. The Ministry of National Defense mobilizes forces and technical equipment to support the project's construction units. The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment guide localities in converting forest land use in accordance with the law; and guide and organize inspections of restoration and environmental sanitation in the project's affected areas.
Local authorities continue to mobilize manpower to participate in tasks within the project scope; organize restoration, environmental protection, and transportation; take care of the lives and jobs of people who have given up their land for the project, ensuring that no one lacks food, clothing, or housing, and that people have better new homes than their old ones. Local police ensure security and order at construction sites and during the restoration and operation of the project afterward.
The Ministry of Interior will compile the results and propose awards for units and individuals with outstanding achievements in implementing the project at all levels, sectors, and localities. Media agencies will strengthen information and communication about the situation and results of the project implementation; both commending the efforts of all stakeholders participating in the project and disseminating lessons learned from the project; creating motivation and inspiring all levels and sectors in implementing other important programs and projects nationwide.
