Racing to "sprint" to complete the 500 kV line 3, Quang Trach

According to the announcement, the 500 kV circuit 3 transmission line project from Quang Trach to Pho Noi is a key national project, a large-scale project with a length of approximately 519 km of double circuit passing through 9 provinces. Of these, 786 out of 1177 pylons, accounting for nearly 70% of the construction volume, are located in Thanh Hoa, Nghe An, and Ha Tinh provinces . The project is estimated to have a very large and massive construction volume, and the construction time until completion will take 3 to 4 years, similar to previously implemented projects.

However, thanks to the direct and decisive guidance of the Prime Minister, Deputy Prime Ministers, the Ministry of Industry and Trade , the State Capital Management Committee at Enterprises, the effective involvement of the entire political system and local authorities at all levels, from the Provincial Party Secretaries, the Chairmen of the Provincial People's Committees, and local authorities to political and social organizations; the consensus and support of the people in the project areas; and the high determination, great efforts, decisive actions, focused and meticulous monitoring of the construction sites by the Vietnam Electricity Group and the National Power Transmission Corporation, the construction time of the projects has been shortened.

After nearly 6 months of construction (with actual construction starting from January 25, 2024), 1020 out of 1177 steel poles have been handed over, reaching 86.7%; 1177 foundation positions have been cast, reaching 100%; 1097 out of 1177 steel poles have been erected, reaching 93.2%; and 132 out of 513 spans have been strung, reaching 25.7%, ensuring all technical and quality requirements are met.

This is a highly commendable and proud achievement, and it also serves as a valuable lesson in leadership, guidance, management, and implementation, applicable to other major projects in localities and the country. This requires high determination, great effort, decisive action, clear responsibilities, clear timelines, and measurable results for easy monitoring, supervision, and evaluation; efficient resource allocation and concentration; and the participation of the entire local political system with a spirit of unity, determination, and comprehensiveness to maximize overall strength.

The Prime Minister highly appreciated the proactive efforts and support of the Provincial Party Secretaries and Chairmen of the Provincial People's Committees, and the active involvement of the entire local political system; he also commended the relevant ministries and agencies, including the Ministry of Industry and Trade, for promptly resolving difficulties and obstacles throughout the project implementation process.

The Prime Minister also commended the Vietnam Electricity Group, the National Power Transmission Corporation, the contractors, the construction units, and especially the engineers and workers on the construction site for their high sense of responsibility, working tirelessly, enduring the sun and rain, eating and sleeping quickly, working continuously 24/7, in three shifts and four teams, working day and night, working through Tet, holidays, and festivals, focusing solely on work, never backing down, ensuring the technical requirements and quality of the project; and praised the staff, engineers, and workers from electricity units across the country (such as Can Tho, Long An, Tien Giang, Ben Tre, Cao Bang, Bac Kan, etc.) who came to support the project's implementation.

In the announcement, the Prime Minister commended the youth union members for demonstrating their youthful energy, initiative, volunteerism, responsibility, and creativity in building and developing the country in the spirit of "wherever youth are needed, youth will be there; wherever there are difficulties, youth will overcome them."

The Prime Minister commended and thanked the people in the localities for their agreement and support of the project, giving up their homes, farmland, and production areas for the construction, and for actively participating in supporting logistics and transporting materials for the project's construction...

Address any difficulties or obstacles that arise immediately.

The project is entering its final stages and requires urgent completion of remaining tasks. Even after completion and commissioning, there will be much work to be done, demanding even greater determination, effort, and decisive action. The Prime Minister requests the Vietnam Electricity Group and the National Power Transmission Corporation to organize a special, intensive, "final sprint" and "lightning-fast" emulation campaign, mobilizing all forces to complete technical inspection and acceptance procedures and inaugurate the project by July 2024. This includes ensuring good environmental restoration and sanitation; and quickly stabilizing the livelihoods of families in the project area to avoid impacting production, business, and the lives of local people.

The Ministry of Industry and Trade and other relevant ministries and agencies will closely coordinate with the Vietnam Electricity Group and the National Power Transmission Corporation to review and focus on implementing the next steps according to their functions, duties, and powers, and promptly address any difficulties and obstacles that arise and affect the project's progress. In particular, the Government Office, in coordination with the Ministry of Agriculture and Rural Development, will immediately report to Deputy Prime Minister Tran Hong Ha to definitively resolve the issue regarding the area of ​​forest land used for the Quang Trach - Quynh Luu 500 kV power line project, preventing further delays.

Local authorities are urgently completing the handover of the entire corridor; mobilizing local youth, women's, and veteran forces to support the construction unit on the site in transporting materials and equipment, ensuring logistics, environmental sanitation, and traffic management... At the same time, they are resolving compensation and resettlement issues for the people; strengthening inspection and supervision to ensure that people moving to new homes have stable lives, with the principle that their living conditions must be better than or equal to their previous living conditions.

Media outlets and newspapers continue to focus on reporting, publishing articles, photos, and documentaries about the valuable experiences and lessons learned during the project's implementation, from leadership and guidance, coordination among ministries and agencies; the mobilization of resources and the strength of the entire political system to implement the project, not only in land clearance but also in the sacrifices made by people to give up their homes, farmland, production and business locations, and livelihoods for the project, which contributed to the project's "rapid" progress. This serves to encourage, inspire, and create motivation and enthusiasm in labor not only in the electricity sector but also in other fields nationwide.
