On the afternoon of November 2, Prime Minister Pham Minh Chinh chaired the meeting of the National Committee for Education and Training Innovation.

On August 12, 2024, the Politburo issued Conclusion No. 91 on continuing to implement Resolution 29 of the Central Committee on fundamental and comprehensive innovation in education and training. Accordingly, the Politburo acknowledged the results and also pointed out the limitations and shortcomings in the process of innovation in education and training in the spirit of Resolution 29.

The Ministry of Education and Training has coordinated with ministries, ministerial-level agencies, government agencies and localities to develop a draft Government Action Program to implement Conclusion 91.

Reporting at the meeting, Deputy Minister of Education and Training Nguyen Van Phuc said that to implement Conclusion 91, the Ministry of Education and Training has focused on key task groups.

Accordingly, focus on perfecting institutions, mechanisms, policies and laws on education and training in a scientific, modern, synchronous and interconnected direction, suitable to the international integration process and domestic socio-economic development conditions; promptly remove bottlenecks, ensure a complete, synchronous and feasible legal framework, meeting the requirements of education and training innovation in the coming period.

Focus on building and effectively implementing the new preschool education program; universalizing preschool education for preschool children from 3 to 5 years old; continuing to effectively implement the 2018 general education program...

The Ministry of Education and Training also focuses on investing in modernizing vocational education and higher education and enhancing scientific research potential in educational, training and vocational institutions; proposing solutions to increase in-depth investment, facilities, and high-quality human resources for public universities and vocational institutions in a number of industries, occupations, and fields of regional and international stature...

Along with that, continue to improve the national education system in an open, flexible, and interconnected direction, promote a learning society and lifelong learning; develop a non-public education system in line with world trends and conditions in Vietnam, pay attention to investing in high-quality education and promote digital transformation in education, training and vocational training.

At the meeting, Deputy Minister Nguyen Van Phuc also made a number of proposals on issues such as salaries for teachers; policies to attract and use foreign experts, scientists and overseas Vietnamese to teach, research and work at educational and training institutions in Vietnam; building a public investment program to modernize higher education and vocational education...

In-depth research to build a learning society in Vietnam

Contributing her opinion at the meeting, former Vice President Nguyen Thi Doan, President of the Vietnam Association for Promoting Education, said that in the Action Program to implement Conclusion 91 of the Politburo, the Ministry of Education and Training needs to pay more attention to the issue of building a learning society. One of the factors to successfully build a learning society is the government's commitment, second is resources, third is creating consensus among the people, these issues must be studied in depth to build a learning society in Vietnam.

Regarding the issue of teachers' salaries, the President of the Vietnam Association for Promoting Education expressed that the Prime Minister was very determined in the policy of reforming the salary mechanism for teachers and the National Assembly had approved it. However, when it is not possible to raise salaries according to the highest salary system, it is necessary to study subsidies for teachers, applying the same as basic health care with 100% allowance.
