According to a report by the Ministry of Construction , in order to achieve the goal of having over 3,000 km of expressways nationwide by 2025, the Ministry of Construction, localities, and the Vietnam Expressway Investment and Development Corporation (VEC) are currently implementing 28 projects/component projects scheduled for completion in 2025 (collectively referred to as projects) with a total length of approximately 1,188 km.
Of these, the Ministry of Construction and VEC have 17 projects/889 km, and localities have 11 projects/299 km. In addition, two projects, Dong Dang - Tra Linh ( Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long), were planned for completion in 2026 but the two provinces have registered to strive for completion before December 31, 2025. To date, the progress of most projects is on schedule, with many exceeding the planned schedule. However, some projects are still behind schedule, and some obstacles and issues have yet to be completely resolved.
In response to this situation, from March 6th to March 14th, the Prime Minister established seven inspection teams, each headed by a Deputy Prime Minister, to directly inspect the sites, hold meetings with local authorities, investors, and contractors; and issued seven notices assigning specific tasks to each agency and unit to focus on resolving issues and accelerating the progress of the projects.
Based on the actual situation, according to the assessment of the working groups, 18 projects/897 km have basically overcome major difficulties and obstacles, and the implementation progress is closely following the set plan. Ten projects/291 km are planned for completion in 2025, and two projects, Dong Dang - Tra Linh and Huu Nghi - Chi Lang, are planned for opening in 2025. Although there have been positive developments, some land clearance tasks and construction material supplies are still not meeting requirements. Some projects are at risk of not being completed as planned.
Reporting at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien stated that the Van Ninh - Cam Lo expressway project has a total length of 65.7 km, of which the section within the province is 32.53 km long. By October 2024, the province had handed over 100% of the cleared land for the main route. Currently, the contractor has basically completed the roadbed and asphalt surface, and is constructing the median strip and traffic safety system on the main route. The key obstacle for the province is at three interchange locations: the interchange with National Highway 9 (780 m long); the interchange with the northern bypass of National Highway 9 (600 m long); and the interchange with National Highway 9D (850 m long), where 92 households have not yet agreed on compensation and support plans.
At the working session with the second working group of Deputy Prime Minister Nguyen Chi Dung, the province proposed to allow support under the authority of the Provincial People's Committee. Thanks to that, up to now, 91/92 households have agreed to receive money and hand over the site. The remaining 1 household is being directed by the political system and the police force to continue to mobilize and at the same time develop a construction protection plan on March 31 to hand over the site to the construction unit.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that achieving the target of 3,000 km of expressways by 2025 requires ministries, localities, and units to consider this a top priority political task, focusing on directing and managing the project to meet commitments regarding progress. He also stressed the importance of combating corruption and waste during project implementation.
Continue to deploy working groups led by Deputy Prime Ministers to inspect, urge, direct and remove difficulties and obstacles. Request localities to mobilize the entire political system to complete the site clearance work before April 15 as committed, especially in provinces with a large amount of site clearance; develop resettlement policies with the spirit of "new housing must be equal to and higher than the old housing"; speed up the licensing process and increase the capacity of construction material mines. Actively coordinate with the Ministry of Finance in reviewing and supplementing capital sources for projects.
Regarding the central ministries and branches, the Prime Minister requested to continue directing investors and contractors to organize construction in 3 shifts and 4 teams to speed up the construction progress, ensuring the main route of the Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh expressway projects to be opened to traffic on April 30 and the completion of the 70 km section of Van Phong - Nha Trang. Allocate sufficient capital for the projects.
Instructing localities on procedures for returning waste disposal sites after construction is completed; assessing the direct impact on people's lives and health due to project construction... Instructing Vietnam Electricity Group to urgently direct relevant units to accelerate the relocation of high-voltage power lines, ensuring that the construction progress of projects is not affected.
