Promoting the combined strength to be determined to successfully implement the targets and tasks of 2024

Thanks to the decisive and innovative leadership and guidance of the Provincial People's Committee in implementing tasks and solutions, the province's socio -economic situation in 2023 saw many positive changes. This is an important foundation and a source of confidence for the Party committees, government, and people of the province to continue to unite and strive to achieve many new accomplishments in the coming years.

Many areas have seen positive changes.

2023, the mid-term year, is a crucial year that provides momentum and a foundation for the following years to achieve the goals and tasks set forth in the resolutions of the Party Congress at all levels and the province's five-year socio-economic development plan. Despite facing numerous new and more challenging obstacles than anticipated, the Provincial People's Committee, with a proactive spirit and strong political determination, closely followed the directives of the Government and the Provincial Party Committee, adopting the motto: "Unity, discipline, decisiveness, flexibility, creativity, and effectiveness." They promptly issued implementation plans, focusing on decisive, flexible, creative, and targeted leadership and management in five key areas to boost growth. As a result, by the end of 2023, the total value of production across all sectors in the province (at 2010 constant prices) reached VND 52,695 billion, an increase of 10.45% compared to 2022. Of this, the agriculture, forestry, and fisheries sector is estimated at VND 13,678 billion, an increase of 4.58%; the industry and construction sector is estimated at VND 23,286 billion, an increase of 15.11%; and the service sector is estimated at VND 15,731 billion, an increase of 9.23%.

Regarding the implementation of key targets, out of a total of 18 targets assigned by the Provincial People's Council resolution, 14 targets were achieved or exceeded, while 4 targets still faced difficulties. Specifically: In the economic sector, 6 out of 9 targets were achieved; in the social sector, 5 out of 6 targets were achieved or exceeded; and in the environmental sector, 3 out of 3 targets were achieved. Notably, the following targets were achieved: Budget revenue reached 3,964 billion VND, achieving 108% (3,964/3,658 billion VND) of the Provincial People's Council's assigned budget estimate (of which, domestic revenue reached 3,900/3,508 billion VND, accounting for 100.5% compared to the same period last year, and achieving 111.0% (3,900/3,508 billion VND) of the Provincial People's Council's assigned budget estimate). The province's Gross Regional Domestic Product (GRDP) in 2023 reached VND 25,732 billion, an increase of 9.40% compared to 2022, ranking 9th out of 63 provinces and cities nationwide and 2nd out of 14 provinces in the North Central and Central Coastal regions. Total social investment was approximately VND 22,710 billion, reaching 102.3% of the plan, an increase of 15.3% compared to the same period; GRDP per capita reached VND 87.7 million/person, an increase of 14% compared to the previous year. The multidimensional poverty rate according to the new standard decreased by 1.72% (planned decrease of 1.5-2%)...

A highlight in the province's economic picture in 2023 was the high contribution of added value from various sectors to the GRDP, reaching VND 24,468 billion, an increase of 9.81% compared to the previous year and contributing to the overall growth rate of 9.29%. This achievement was thanks to the effective implementation of crop restructuring, the expansion of large-scale farming models and other effective production models in agriculture; increased mechanization rates, increased area applying advanced production processes, and effective disease prevention and control; resulting in a total harvested area of ​​85,020 hectares, an increase of 4.1% compared to the same period. In addition, three high-tech agricultural zones were recognized during the year, bringing the total high-tech agricultural area to 565 hectares. 19 new specialized export-oriented farming areas covering 202.43 hectares have been granted, bringing the total to 29 such areas with a total area of ​​283.03 hectares; the average production value reached 143.8 million VND/hectare, 5 million VND/hectare higher than the same period last year; the average agricultural production value using high-tech applications reached 938 million VND/hectare, exceeding the plan by 34%, thereby generating a value added of 1,939 billion VND, an increase of 5.13%, contributing 0.4% to the overall GRDP growth. In livestock farming, the province prioritizes the development of production chains linked to product consumption, resulting in a total output of 41,781 tons of various types of meat, an increase of 4.7% compared to the same period last year, generating a value added of 771 billion VND, an increase of 4.03%, contributing 0.13% to the overall GRDP growth. On the other hand, thanks to relatively favorable fishing grounds, pelagic fish appeared in high densities, especially anchovies and mackerel; the capacity of fishing vessels was modernized, ensuring technical safety for fishing in distant waters, with a catch of 131,588 tons, an increase of 3,842 tons, or 3%, generating a value added of VND 2,765 billion, an increase of 3.37%, contributing 0.38% to the overall GRDP growth.

Investment promotion and attraction efforts have been intensified. By the end of November 2023, the province had issued investment policy decisions and adjusted investment policies for 73 projects totaling VND 3,246.9 billion; and granted investment certificates for 6 projects totaling VND 1,031.3 billion. Key and strategic projects are being prioritized and their progress accelerated. In particular, to develop the energy industry, the Provincial People's Committee has focused on directing the acceleration of renewable energy projects after the Ministry of Industry and Trade issued the framework for electricity generation prices for solar and wind power plants. Six transitional energy projects with a capacity of 485MW have been put into operation, creating new capacity of approximately 494 million kWh, raising the total electricity production for the year to 7,700 million kWh, an increase of 11.8% compared to the same period (of which, solar power increased by 10.2%), generating a value added of VND 4,381 billion, an increase of 16.14%, contributing to the overall growth rate of 2.59% for GRDP (accounting for 49.8% of sector II and 22.76% of the entire industry).

For the processing and manufacturing industry, the province has implemented many solutions to support and overcome difficulties for businesses to recover and grow, thanks to which some products have increased production indices such as: frozen shrimp increased by 13.7%, bio-fertilizer increased by 11.1%, granite increased by 12.4%, construction stone increased by 1.5%, aloe vera increased by 5.1%... In addition, in 2023 there were 3 new export products that created additional export capacity: stuffed toys (3,500 products), breaded mackerel fillets for export (9.5 tons); Construction stone powder (10,000 m3) contributed to bringing the value added of the processing and manufacturing industry to VND 1,074 billion, an increase of 5.41%, contributing 0.23% to the overall GRDP growth (accounting for 11.08% of sector II and 4.91% of the entire industry).

Monetary and banking activities remained stable and grew. By the end of 2023, total mobilized capital in the area reached VND 22,800 billion, an increase of 12% compared to the end of 2022, achieving 100% of the plan. Total outstanding credit reached VND 42,000 billion, an increase of 13.1% compared to the end of 2022, achieving 101.9% of the annual plan. The disbursement progress of public investment capital is expected to reach 95-100% by the end of the year. State management of land, minerals, and environmental protection was strengthened; land prices, land price adjustments, and land use right auctions in some projects were addressed; administrative reform became more effective; and digital transformation improved with positive results. The fields of culture, society, education, health, science and technology were focused on innovation and quality improvement. Social security policies are fully and promptly implemented; care for policy beneficiaries and poor households is carried out better; national defense and security are ensured to be stable.

Determined to complete the tasks in 2024

Looking back at the province's socio-economic development results in 2023, it is evident that many potentials and strengths have been effectively exploited. The economic structure has shifted in the right direction, and the advantages of each industry and product have been promoted. However, a comprehensive assessment shows that the province's economy still faces difficulties, especially the economic growth rate, which, although relatively high, has not met the set target; the processing and manufacturing industry, service sectors, and product taxes have grown slowly and have not met the plan; budget revenue remains difficult and is declining, especially customs revenue; and seafood exports are still facing difficulties. Bottlenecks in energy, investment, and land policies are slow to be resolved; the progress of some urban and tourism projects is slow; and business operations remain very challenging...

To create new growth momentum for 2024, the Provincial People's Committee has identified 11 tasks and 8 groups of solutions to direct departments, agencies, localities, and units to implement. The focus is on 3 breakthroughs: (1) Removing difficulties and bottlenecks in policy mechanisms, unlocking resources to create conditions for businesses to operate production, business and investment; (2) Accelerating the investment progress of key projects, especially key infrastructure projects, inter-regional; (3) Creating breakthroughs in the land sector to unlock resources and develop 6 key sectors, prioritizing growth promotion: (1) promoting investment, especially public investment; (2) energy; (3) tourism; (4) processing and manufacturing industry; (5) high-tech applied agriculture; (6) urban economy. In addition, the province prioritizes and promotes the restructuring of the economy, linked to in-depth innovation of the growth model, application of science and technology, promotion of innovation, digital transformation, development of the digital economy, green economy, and circular economy according to a suitable roadmap; improving the productivity, quality, efficiency, and competitiveness of the economy. It focuses on removing bottlenecks in policies and mechanisms; unlocking resources. It accelerates the implementation of key inter-regional infrastructure projects. It also promotes administrative reform and improves the investment and business environment...

Regarding specific tasks, the Provincial People's Committee has determined that, for the agriculture, forestry, and fisheries sectors, the focus will be on effectively implementing the policy of developing high-tech agriculture; sustainably developing agriculture, farmers, and rural areas to effectively adapt to climate change. The goal is to achieve a production value of 148 million VND/hectare per hectare of cultivated land; and a rate of 62.4% of irrigated cultivated land. The plan also includes effectively implementing three high-tech agricultural production zone plans, establishing a new high-tech agricultural zone in Thanh Son - Phuoc Nhon; and striving to increase the area of ​​high-tech agricultural land by 200-220 hectares in 2024. Furthermore, the plan aims to develop offshore fisheries into a modern fishing industry linked to combating IUU (Illegal, Unreported, and Unregulated) fishing and protecting maritime sovereignty and islands; and to effectively implement the National Target Program for New Rural Development, striving for 2-3 communes to achieve new rural standards and 3-4 communes to achieve advanced new rural standards. Value added in the entire agriculture, forestry, and fisheries sector increased by 4-5%.

For the industrial and construction sectors, focus on effectively implementing the plan to develop Ninh Thuan into a national energy and renewable energy center, linked to the implementation of the Power Development Plan VIII. Accelerate the connection of 120MW of transitional energy projects to the national grid and quickly implement the electricity pricing bidding mechanism and select investors to soon commence construction of 275MW. Focus on supporting and resolving difficulties and promoting growth for several major industrial products such as: beer production, aloe vera, seafood processing, construction materials, stone, cement, etc., and accelerate the progress of new industrial projects to create additional capacity for 2024. Attract investment in offshore wind power projects, the Phuoc Hoa pumped-storage hydropower plant, a green technology and post-salt chemical complex, a hydrogen production plant; and secondary investment projects in industrial zones and clusters. Continue to support the development of small-scale handicraft villages linked to tourism development. The goal is to achieve a value added of 17-18% for the industrial sector.

Focus on developing the urban economy, with a focus on effectively implementing the Urban Economic Development Plan and building Phan Rang - Thap Cham into a smart city. Accelerate the progress of new urban areas and residential areas under development such as: Dam Ca Na New Urban Area; Dinh Riverbank New Urban Area, My Phuoc, Phu Ha, Khanh Hai New Urban Area, North Ong River, and K3 Area. Complete investment procedures for the Northwest New Urban Area and the North Dinh Riverbank New Urban Area, and attract new urban area projects on both sides of the Dinh River to create new development space for Phan Rang - Thap Cham City. Strongly develop the real estate market in conjunction with strengthening planning management and construction order; effectively implement social housing policies. Strive for the value added of the construction sector to reach 23-24%. Continuing to leverage potential and strengths, taking advantage of opportunities and growth potential in the service and tourism sectors, while promoting the application of digital transformation, especially in the tourism, trade, service, and logistics sectors... and the Nighttime Economy Development Plan for the period up to 2025 and orientation to 2030, striving to attract 3.2 million tourists in 2024 and achieve a 9-10% increase in the added value of the entire service sector.

In addition to the solutions mentioned above, the Provincial People's Committee also focuses on effectively implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, in conjunction with reviewing, supplementing, and perfecting the planning of various sectors and fields to ensure synchronization and consistency in order to promote investment attraction. It mobilizes the maximum resources to invest in infrastructure such as: Thanh Son Airport, and the second phase of the Ca Na general seaport. It accelerates the implementation of the Bac Ai pumped-storage hydropower project; the 500kV, 220kV, and 110kV power transmission infrastructure projects passing through the province; the infrastructure of industrial parks: Du Long, Phuoc Nam, Hieu Thien Industrial Cluster, Phuoc Tien, Phuoc Minh 1 and Phuoc Minh 2; the commencement of the Ca Na LNG project; the Ca Na industrial park; and the completion of Berth 1B and the full operation of phase 1 of the Ca Na general seaport. Strengthen supervision and accelerate the progress of key tourism projects such as Sunbay Park Hotel & Resort, Binh Tien Tourist Area, Nui Chua High-Class Ecotourism Area, Bai Thung Ecotourism Area, Cap Padaran Mui Dinh Tourist Area, Ninh Chu Sailing Bay, and 5-star international resorts...

Along with that, the Provincial People's Committee is committed to the comprehensive and synchronized development of culture, education, health, and social affairs; focusing on ensuring social security, sustainable poverty reduction, and improving the material and spiritual lives of the people. It will strictly manage and effectively utilize land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. It will continue to implement breakthrough and decisive solutions to maintain and improve the PAR INDEX, PAPI, SIPAS, and PCI indicators. It will effectively exploit revenue sources from land, resources, minerals, and new revenue sources, especially from new energy and industrial projects coming into operation, and tax revenue from carbon energy certificates, which are advantages of the province. It will continue to streamline the administrative apparatus for efficient and effective operation; reduce staffing levels in conjunction with restructuring and improving the quality of cadres, civil servants, and public employees; and enhance the effectiveness of law and policy implementation and public service execution. We will resolutely combat corruption, negative practices, and waste. We will consolidate and strengthen national defense and security; ensure political security, social order, and safety; and do a good job of information and propaganda to create social consensus... with the highest determination to strive to achieve and surpass the targets and tasks assigned by the Government, the Provincial Party Committee, and the Provincial People's Council.

KEY TARGETS FOR 2024

- Regarding the economy: (1) GRDP growth rate from 11-12%; (2) GRDP per capita reaching 101-102 million VND/person; (3) Economic structure: Agriculture, forestry and fisheries account for 25-26%; industry and construction account for 41-42%; services 32-33%; (4) Budget revenue in the area is about 4,000 billion VND; (5) Total social investment capital is about 22,900 billion VND; (6) The proportion of total factor productivity (TFP) contributing to GRDP is 39-40%; (7) The proportion of marine economy contributing to GRDP is 42%; (8) Labor productivity is about 8-9%; (9) The proportion of digital economy contributing to GRDP is 12%.

- Regarding society: (1) The multidimensional poverty rate according to the new standard decreased by 1.5-2%, with Bac Ai district decreasing by at least 4%; (2) There are 2-3 communes that meet the new rural standards; 3-4 communes that meet the advanced new rural standards; (3) The rate of general schools meeting national standards reaches 64-65%; (4) The number of laborers trained in vocational skills reaches 9,500 people; (5) The rate of trained laborers reaches 67-68%, of which those with degrees and certificates are 31%; (6) 98.5% of communes meet the national criteria for health.

- Regarding the environment: (1) Forest cover rate is 48.14%; (2) The percentage of rural households supplied with clean and hygienic water is 99.7% and the percentage of households using clean water that meets the standards of the Ministry of Health is 100%; (3) The percentage of operating industrial zones and clusters with centralized wastewater treatment systems that meet standards is 100%.
