With the determination and creativity in leadership and direction of the implementation of tasks and solutions of the Provincial People's Committee, in 2023, the socio -economic situation of the province has many positive changes. This is an important foundation and belief for the Party Committees, authorities and people of the province to continue to unite and strive to achieve many new achievements in the coming years.

Many fields have positive changes

2023 is the mid-term year, which is of great significance in creating momentum and premise for the following years to complete the goals and tasks of implementing the resolutions of Party congresses at all levels, the 5-year socio-economic development plan of the province. In the context of many new difficulties and challenges arising more than forecast, but with a proactive spirit and high political determination, the Provincial People's Committee has closely followed the direction of the Government and the Provincial Party Committee, setting out the motto of action: "Solidarity, discipline, determination, flexibility, creativity, efficiency", promptly issuing the implementation plan, focusing on directing and operating resolutely, flexibly, creatively, with a focus on 5 key breakthroughs to promote growth. As a result, by the end of 2023, the total production value of industries in the province (2010 comparative price) will reach VND 52,695 billion, an increase of 10.45% compared to 2022. Of which, the agriculture, forestry and fishery sector is estimated at VND 13,678 billion, an increase of 4.58%; the industry - construction sector is estimated at VND 23,286 billion, an increase of 15.11% and the service sector is estimated at VND 15,731 billion, an increase of 9.23%.

Regarding the results of implementing the main targets, out of the total 18 targets assigned by the Provincial People's Council resolution, 14 targets met and exceeded the plan, 4 targets were still difficult, specifically: Regarding the economy, 6/9 targets met the plan; regarding society, 5/6 targets met and exceeded the plan; regarding the environment, 3/3 targets met the plan. Notably, the targets were: Budget revenue reached 3,964 billion VND, reaching 108% (3,964/3,658 billion VND) of the estimate assigned by the Provincial People's Council (of which, domestic revenue reached 3,900/3,508 billion VND, accounting for 100.5% compared to the same period last year, reaching 111.0% (3,900/3,508 billion VND) of the estimate assigned by the Provincial People's Council). Gross regional domestic product (GRDP) in 2023 will reach VND 25,732 billion, up 9.40% compared to 2022, ranking 9th out of 63 provinces and cities nationwide and 2nd out of 14 provinces in the North Central and Central Coast regions. Total social investment capital is about VND 22,710 billion, reaching 102.3% of the plan, up 15.3% over the same period; GRDP per capita will reach VND 87.7 million/person, up 14% over the previous year. The multidimensional poverty rate according to the new standard will decrease by 1.72% (the plan is to decrease by 1.5-2%)...

The bright spot in the province's economic picture in 2023 is the high contribution of added value of industries to GRDP, with 24,468 billion VND, up 9.81% over the previous year and contributing to the overall growth rate of 9.29%. The above results are thanks to the fact that, in agricultural development, the Provincial People's Committee has directed the effective implementation of crop restructuring, replicating large-scale field models and effective production models; increasing the rate of mechanization, increasing the area applying advanced production processes, effectively preventing and controlling plant diseases; thanks to that, the harvested area for the whole year reached 85,020 hectares, up 4.1% over the same period. In addition, during the year, 3 high-tech agricultural zones (CNC) were recognized, bringing the CNC agricultural area to 565 hectares; 19 planting area codes with an area of ​​202.43 hectares have been granted, bringing the total to 29 specialized export growing areas with an area of ​​283.03 hectares; the average production value reached 143.8 million VND/ha of production land, 5 million VND/ha higher than the same period; the average value of CNC agricultural production reached 938 million VND/ha, exceeding the plan by 34%, thereby creating added value (VA) of 1,939 billion VND, up 5.13%, contributing 0.4% overall growth to GRDP. In livestock farming, the province prioritizes developing production chains linked to product consumption, thanks to which the output of fresh meat of all kinds reached 41,781 tons, up 4.7% over the same period, creating VAT of 771 billion VND, up 4.03%, contributing 0.13% overall growth to GRDP. On the other hand, thanks to relatively favorable fishing grounds, pelagic fish appeared in high density, especially anchovies and mackerel; modern investment in fishing vessels ensured technical safety in offshore fishing with an output of 131,588 tons, an increase of 3,842 tons, an increase of 3%, creating a value added of VND 2,765 billion, an increase of 3.37%, contributing 0.38% to the overall growth of GRDP.

Investment promotion and attraction work has been stepped up. By the end of November 2023, the province had issued investment policy decisions and adjusted investment policies for 73 projects/VND3,246.9 billion; issued investment certificates for 6 projects/VND1,031.3 billion. Key and driving projects have been focused on accelerating progress. In particular, to develop the energy industry, the Provincial People's Committee has focused on directing the acceleration of renewable energy projects after the Ministry of Industry and Trade issued the price framework for solar and wind power plants, putting into operation 6 transitional energy projects with a capacity of 485MW, creating new capacity of about 494 million kWh, raising the annual electricity output to 7,700 million kWh, up 11.8% over the same period (of which solar power increased by 10.2%), creating a value added of VND 4,381 billion, up 16.14%, contributing to the overall growth rate of 2.59% for GRDP (accounting for 49.8% of region II and 22.76% of the whole industry).

For the processing and manufacturing industry, the province has implemented many solutions to support and remove difficulties for businesses to recover and grow, thanks to which some products have increased production indexes such as: Frozen shrimp increased by 13.7%, biofertilizer increased by 11.1%, granite increased by 12.4%, construction stone increased by 1.5%, aloe vera increased by 5.1%... Besides, in 2023, there will be 3 new export products creating additional capacity such as: Stuffed animals (3,500 products), breaded mackerel fillets for export (9.5 tons); Construction stone powder (10,000m3), contributing to the value added of the processing and manufacturing industry reaching 1,074 billion VND, an increase of 5.41%, contributing to the overall growth of 0.23% for GRDP (accounting for 11.08% of region II and 4.91% of the whole industry).

Monetary and banking activities are stable and growing. By the end of 2023, the total mobilized capital in the area will reach VND 22,800 billion, an increase of 12% compared to the end of 2022, reaching 100% of the plan. Total outstanding credit will reach VND 42,000 billion, an increase of 13.1% compared to the end of 2022, reaching 101.9% of the annual plan. The progress of disbursement of public investment capital is expected to reach 95-100% by the end of the year. State management of land, minerals and environmental protection is strengthened; land prices, land price adjustments, and auctions of land use rights in some projects are focused on; administrative reform is more effective; digital transformation has improved and achieved positive results. The fields of culture, society, education, health, science and technology are focused on innovation and quality improvement; Social security policies are fully and promptly implemented; care for policy beneficiaries and poor households is better implemented; national defense and security are stably ensured.

Determined to complete the mission in 2024

Looking back at the socio-economic development results of the province in 2023, it shows that many potentials and strengths have been effectively exploited. The economic structure has shifted in the right direction, the advantages of each industry and product have been promoted. However, a comprehensive assessment shows that the province's economy is still facing difficulties, especially the economic growth rate, although quite good, has not reached the set target; the processing and manufacturing industry, service industries, and product taxes have increased slowly, not reaching the plan; budget revenue is still difficult and decreasing, especially customs revenue is low; seafood exports are still difficult. Bottlenecks in energy, investment, land policies, etc., are slow to be resolved; the progress of implementing a number of urban and tourism projects is still slow; business activities are still very difficult...

To create new growth momentum for 2024, the Provincial People's Committee has identified 11 tasks and 8 groups of solutions to direct departments, branches, localities and units to implement. The focus is on 3 breakthroughs: (1) Removing difficulties and bottlenecks in policies and mechanisms, unblocking resources to create favorable conditions for enterprises to operate in production, business and investment; (2) Accelerating investment progress in key projects, especially key and inter-regional infrastructure projects; (3) Creating breakthroughs in the land sector to unblock resources and develop 6 key sectors, prioritizing growth promotion: (1) promoting investment, especially public investment; (2) energy; (3) tourism; (4) processing and manufacturing industry; (5) CNC applied agriculture; (6) urban economy. In addition, the province focuses on prioritizing and promoting economic restructuring associated with in-depth growth model innovation, application of science and technology, promoting innovation, digital transformation, developing digital economy, green economy, circular economy according to a suitable roadmap; improving productivity, quality, efficiency, and competitiveness of the economy. Focusing on removing bottlenecks in policies and mechanisms; unblocking resources. Speeding up the implementation of key and inter-regional infrastructure projects. Promoting administrative reform, improving the investment and business environment...

Regarding specific tasks, the Provincial People's Committee determined that for the agriculture, forestry and fishery sectors, it is necessary to focus on effectively implementing the policy of developing hi-tech agriculture; sustainably developing agriculture, farmers and rural areas to effectively adapt to climate change. Strive for the production value on production land area to reach 148 million VND/ha; the rate of actively irrigated production land to reach 62.4%. Effectively organize and implement 3 hi-tech agricultural production area plans, build a new hi-tech agricultural area in Thanh Son - Phuoc Nhon; strive for the hi-tech agricultural land area to increase by 200-220ha in 2024. Develop offshore seafood exploitation to become a modern fishery associated with fighting IUU and protecting sea and island sovereignty; effectively implement the National Target Program on new rural construction, strive to have 2-3 communes meeting new rural standards and 3-4 communes meeting advanced new rural standards; The total value added of the agricultural, forestry and fishery sector increased by 4-5%.

For the industry - construction sector, focus on effectively implementing the Project to develop Ninh Thuan into an energy and renewable energy center of the country in conjunction with the implementation plan of the VIII Power Plan, speeding up the connection to the national grid of 120MW of transitional energy projects and quickly implementing the electricity price bidding mechanism, selecting investors to soon start construction of 275MW. Focus on supporting to remove difficulties, promote growth for a number of industrial products with large proportions such as: Beer production, aloe vera, seafood processing, construction materials, stone, cement... and speeding up the progress of new industrial projects to create additional capacity for 2024. Calling for investment in offshore wind power projects, Phuoc Hoa pumped storage hydropower, green technology and post-salt chemical complexes, Hydrogen production plants; secondary investment projects in industrial parks and clusters. Continue to pay attention to supporting the development of small-scale handicraft villages associated with tourism development. Strive for industrial value added to reach 17-18%.

Focus on urban economic development, focusing on effectively implementing the Urban Economic Development Project, building Phan Rang - Thap Cham into a smart city. Speed ​​up the progress of new urban areas (UTs), residential areas under development such as: Dam Ca Na new urban area; Dinh River bank new urban area, My Phuoc, Phu Ha, Khanh Hai new urban area, Bac Song Ong, K3 area. Complete investment procedures for the Northwest new urban area, the North Dinh River bank new urban area and call for new urban area projects on both sides of the Dinh River to create new development space for Phan Rang - Thap Cham City. Strongly develop the real estate market associated with strengthening the management of planning and construction order; effectively implement social housing policies. Strive for the construction industry's VAT to reach 23-24%. Continue to promote potentials, strengths, take advantage of opportunities, and growth potential of service and tourism industries associated with promoting digital transformation applications, especially in the following industries: Tourism, trade, services, logistics... and the Project on developing the night-time economy for the period up to 2025 and orientation to 2030, striving to attract 3.2 million tourists in 2024 and the total service industry's VAT reaching 9-10%.

In addition to the above solutions, the Provincial People's Committee also focuses on effectively implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, in conjunction with reviewing, supplementing, and completing the planning of sectors and fields to ensure synchronization and unity to promote investment attraction. Mobilizing the highest resources to invest in infrastructure such as: Thanh Son Airport, Ca Na general seaport phase 2. Accelerating the implementation of Bac Ai pumped storage hydropower project; 500kV, 220kV, 110kV power transmission infrastructure projects through the province; infrastructure of industrial parks: Du Long, Phuoc Nam, Hieu Thien Industrial Cluster, Phuoc Tien, Phuoc Minh 1 and Phuoc Minh 2; starting the Ca Na LNG project; Ca Na industrial park; completing Wharf 1B and putting into operation the entire phase 1 of Ca Na general port. Strengthening the supervision and speeding up the progress of key tourism projects such as Sunbay Park Hotel & Resort, Binh Tien Tourist Area, Nui Chua High-class Eco-tourism Area, Bai Thung Eco-tourism Area, Cap Padaran Mui Dinh Tourist Area, Ninh Chu Sailing Bay, 5-star international...

Along with that, the Provincial People's Committee pays attention to comprehensive and synchronous development of the fields of culture, education, health, and society; focuses on ensuring social security, sustainable poverty reduction, and improving the material and spiritual life of the people. Strictly manage and effectively use land, resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. Continue to implement breakthrough and drastic solutions to maintain and improve the PAR INDEX, PAPI, SIPAS, and PCI indexes. Effectively exploit revenue sources from land, resources, minerals, and new revenue sources, especially new energy and industrial projects that have come into operation, and tax revenue from the province's advantageous energy carbon certificates. Continue to perfect the streamlined apparatus, operate effectively and efficiently; streamline the payroll associated with restructuring and improving the quality of the staff, civil servants, and public employees; improve the effectiveness of organizing the implementation of laws, policies, and public service. Resolutely prevent and combat corruption, negativity and waste. Strengthen and enhance national defense and security; ensure political security, order and social safety; do a good job of information and propaganda work, create social consensus,... with the highest determination to achieve and exceed the targets and tasks assigned by the Government, the Provincial Party Committee and the Provincial People's Council.

KEY TARGETS IN 2024

- Regarding economy: (1) GRDP growth rate from 11-12%; (2) GRDP per capita reaches from 101-102 million VND/person; (3) Economic structure: Agriculture, forestry, and fishery account for 25-26%; industry - construction accounts for 41-42%; services 32-33%; (4) Budget revenue in the area is about 4,000 billion VND; (5) Total social investment capital is about 22,900 billion VND; (6) Contribution ratio of total factor productivity (TFP) to GRDP is 39-40%; (7) Contribution ratio of marine economy to GRDP is 42%; (8) Labor productivity is about 8-9%; (9) Contribution ratio of digital economy to GRDP is 12%.

- Regarding society: (1) The rate of multidimensional poverty households according to the new standards decreased by 1.5-2%, in Bac Ai district alone it decreased by at least 4%; (2) 2-3 communes met the new rural standards; 3-4 communes met the advanced new rural standards; (3) The rate of general schools meeting national standards reached 64-65%; (4) The number of workers receiving vocational training reached 9,500 people; (5) The rate of trained workers reached 67-68%, of which 31% had degrees and certificates; (6) 98.5% of communes met the national criteria on health.

- Regarding the environment: (1) Forest coverage rate is 48.14%; (2) The rate of rural households with access to clean, hygienic water is 99.7% and households using clean water meeting the standards of the Ministry of Health is 100%; (3) The rate of industrial parks and clusters in operation with centralized wastewater treatment systems meeting standards is 100%.
