
At the meeting, members of the Steering Committee listened to the representative of the Party Committee of the Provincial People's Committee report on the progress and results of the implementation of projects under the Project. In particular, focusing on the projects: Providing rural electricity from the national grid ("Lighting up Dien Bien" Program); Preserving and embellishing the Dien Bien Phu Base Group Center, combined with renovating the green tree system at the relic sites; Urban embellishment of Dien Bien Phu city; Dien Bien Phu Youth Volunteer Monument; Preserving and embellishing the Him Lam Resistance Center relic (phase II).
The Steering Committee members gave their opinions, clarified bottlenecks, difficulties and problems that needed to be considered and resolved; exchanged information and grasped public opinion related to the projects and works being implemented; and agreed on the implementation plan and schedule.
For the Dien Bien Phu City Urban Improvement Project, 2/10 component projects have been completed. According to the plan, 1 project is expected to be completed before September 30, the remaining 7 projects are expected to be completed in November. Currently, the progress of the projects is slower than the requirements of the plan. The reason is that the projects are all implemented in urban areas with high traffic density; the unusual weather and prolonged rain for many months have affected the progress and construction solutions.

Through understanding public opinion and reality, Provincial Party Secretary Tran Quoc Cuong commented: During the implementation of the project, some contractors have not complied with and ensured relevant regulations, causing unsafety, hygiene, and loss of urban landscape. The Provincial Party Secretary requested the People's Committee of Dien Bien Phu City to direct contractors to set up protective fences, signs, arrange personnel to guide and regulate traffic, ensuring safety for people and vehicles passing through the construction sites, especially on rainy and flooded days. At the same time, he urged contractors to focus on completing, speeding up the implementation progress, and completing it in November.
The rural electricity supply project from the national grid has a total investment of 1,260 billion VND, divided into 7 component projects. Currently, investors are focusing on selecting a consulting unit to survey and design after the basic design and implementing the steps according to regulations. During the implementation process, due to the project's large total investment, the component projects are group B projects, requiring 2-step design, and the procedures for investment preparation according to regulations are relatively numerous, so it takes a lot of time. Moreover, the component projects are invested in construction in many remote communes, the project scope is relatively large, and the disbursement pressure is large, leading to difficulties in implementing related tasks.
Commenting on this content, the Provincial Party Secretary requested that localities and relevant departments and branches coordinate to focus on disbursing the maximum amount of allocated funds, not allowing capital to be stagnant. During the implementation process, localities should promote initiative; regularly update the situation, promptly report to the Steering Committee for consideration and comments. For districts and towns with projects being implemented, the Provincial Party Secretary requested to be careful, seriously and strictly implement legal regulations, not to rush; mobilize forces to shorten the appraisal time; try to start construction as soon as possible.

To ensure maximum efficiency of the allocated funds within the prescribed time, the Provincial Party Secretary requested localities to consider, balance and select projects located on the most convenient routes to prioritize implementation; avoid waste in construction. In addition to economic efficiency, it is necessary to pay attention to social efficiency, prioritizing the maximum use of investment resources to create local jobs for people.
As for projects to restore and renovate historical relics, which involve many fields, it is necessary to seek the opinions of central ministries and branches, so currently, the project of renovating the green tree system is mainly being implemented. Therefore, the Provincial Party Secretary suggested that it is necessary to review and re-zone the funding sources, and in the immediate future, priority can be given to adjusting to investment projects on the power grid.
