Ho Van Mung, alternate member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, delivered a speech at the seminar.
According to the Department of Construction of An Giang province, the province has identified the development of transportation infrastructure as one of the three strategic breakthroughs, serving as the "backbone" for socio-economic development, ensuring national defense and security, and expanding the development space of the region.
An Giang, located in the upstream region of the Mekong River, is directly affected by floods, saltwater intrusion, and riverbank erosion. The province has determined that transportation development must "proactively adapt" to climate change from the planning stage to design, construction, and operational management.
Each new transportation project is carefully planned for ground elevation, drainage, and erosion-resistant materials, ensuring sustainability, safety, and environmental friendliness, while also contributing to the reduction of greenhouse gas emissions, in line with the national green growth strategy…
Speaking at the seminar, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, stated that in its orientation for developing external transportation infrastructure, An Giang province has identified three key connection directions: connecting with the Kingdom of Cambodia, connecting with Ho Chi Minh City, and connecting with provinces in the Mekong Delta region.

Professor, Dr. Nguyen Dong Phong, Vice Chairman of the State Council for Professor Titles - Economics, former Party Secretary and former Chairman of the Board of the University of Economics Ho Chi Minh City, delivered a speech at the seminar.
At the same time, An Giang continues to improve its transportation infrastructure, especially by researching and implementing a transportation route connecting Rach Gia ward and Long Xuyen ward.
However, the state budget is unlikely to fully meet the investment needs for developing the transportation infrastructure system. Therefore, the efficient use of resources, especially mobilizing social resources to participate in the development of transportation infrastructure, is very important.
Furthermore, one of the most important issues today is that transportation infrastructure has not adapted to climate change. “Through this scientific seminar, An Giang hopes to cooperate with the University of Economics Ho Chi Minh City to find solutions to mobilize and utilize resources effectively in developing transportation infrastructure that is adapted to climate change,” said Ho Van Mung, Chairman of the People's Committee of An Giang province.

Pham Minh Tam, Director of the An Giang Provincial Department of Finance, delivered a presentation.
Professor, Dr. Nguyen Dong Phong, Vice Chairman of the State Council for Professor Titles - Economics, former Party Secretary and former Chairman of the Board of the Ho Chi Minh City University of Economics, affirmed that the Mekong Delta is rich in potential and makes a great contribution to the country's economic development. However, this region is facing many challenges, including inadequate transportation infrastructure to meet development requirements.
In recent years, especially with the implementation of Resolution No. 13-NQ/TW, dated April 2, 2022, of the Politburo of the 13th Party Congress on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045, many projects have been and are being implemented, opening up new opportunities for the region's development.

Mr. Ho Thanh Binh, Deputy Director of the Department of Agriculture and Environment of An Giang province, delivered a presentation.
The University of Economics Ho Chi Minh City (UEH) has been assigned by the State to lead the national-level science and technology project "Current Situation and Solutions for Innovating Methods of Mobilizing and Effectively Utilizing Resources to Develop Transportation Infrastructure in the Mekong Delta Region to Adapt to Climate Change". In addition to An Giang, UEH is implementing this project in the provinces of Vinh Long, Dong Thap, and Can Tho City.
At the seminar, representatives from the Department of Construction, the Department of Finance, and the Department of Agriculture and Environment presented papers, delving into the current situation and planning orientation of An Giang's transportation infrastructure until 2030 and with a vision to 2045; mobilizing resources for the development of An Giang province's transportation infrastructure; and the impact of climate change on An Giang province's transportation infrastructure system. They also exchanged practical experiences and proposed breakthrough solutions to accelerate the construction and development of An Giang province's transportation infrastructure.
