Also attending were leaders of the Party Committee of the provincial Party agencies, Department of Home Affairs, Department of Agriculture and Environment, and Provincial Party Committee Office.
Hoa An commune was established on the basis of 3 communes: Nhan Ly commune, Tan Thinh commune and Hoa An commune (old). Currently, the commune's agencies are arranged to work at 2 facilities: The working headquarters of the People's Council - People's Committee and the Public Administration Service Center located in Hoa An commune (old); The working headquarters of the Party Committee, Fatherland Front and Commune Police are located in Tan Thinh commune (old).
After the merger, the commune Party Committee has 48 subordinate Party organizations; the whole commune has 64 employees, 100% of whom have university and post-graduate degrees; 12 non-professional cadres at the commune level. Hoa An is a mountainous commune, 70 km from the provincial center; the total natural area is over 6,670 hectares. The commune has 30 villages, over 2,800 households, over 13,000 people, the poverty rate is 26.5%.
After the merger, Hoa An commune has a larger scale, a large population, human resources, facilities, means, pressure for management, and handling of administrative procedures; the work of arranging and assigning offices and working equipment for cadres and civil servants is still difficult.

At the meeting, opinions also raised many difficulties at the grassroots level such as the fact that digital data in some areas is still interrupted and not synchronized immediately after transferring tasks to the commune level; administrative procedures related to the fields of land, household registration, etc. are still stuck; online public services and equipment for digital transformation are still limited. Regarding economic and social development, some local roads, medical facilities, and schools are currently degraded, affecting traffic, economic development, and people's health care.
At the meeting, members of the working delegation focused on discussing and clarifying many specific issues that Hoa An commune is facing, and at the same time suggested practical solutions to overcome difficulties, helping the locality to soon stabilize the organization, improve the effectiveness and efficiency of the grassroots government after the reorganization; and the work of building the Party Congress's documents.
Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung acknowledged and highly appreciated the efforts of the Party Committee and the government of Hoa An commune in overcoming difficulties, focusing on leadership, direction, and organization of the implementation of new commune operation tasks after the reorganization. She emphasized that cadres and people are the most important factors determining the effectiveness of the apparatus; requiring each cadre, especially the leader, to uphold the spirit of solidarity, responsibility for work, dynamism, innovation, and creativity in performing tasks, taking service efficiency and people's satisfaction as a measure of work efficiency.

Sharing and clarifying difficulties and obstacles at the grassroots level, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung requested the locality to overcome immediate difficulties; closely coordinate with relevant departments and branches, advise and propose to the province to have a plan to remove them, ensuring effective operation of the two-level local government. She noted that the Party Committee and communal government need to pay attention to the management and investment in building infrastructure to serve the people. Difficulties at the grassroots level need to be fully reported, and specific plans must be developed to have a methodical and synchronous investment direction.
Regarding the preparation work for the Commune Party Congress, term 2025-2030, comrade Le Thi Kim Dung emphasized that this is a very important task, the Party Committee focuses on directing the preparation of good conditions in accordance with the principles to organize the congress; especially the work of drafting documents must carefully review the socio-economic development indicators, set out strategic orientations for the coming period, demonstrating the determination of Hoa An commune to develop, and the people's lives to be prosperous and happy.
