Speaking at the meeting, Vice Chairman of the National Assembly Vu Hong Thanh highly appreciated the early and remote coordination between the drafting agency and the reviewing agency to prepare three important contents including: developing a draft Resolution stipulating a number of policy mechanisms, removing difficulties and obstacles in organizing the implementation of the Land Law; developing a Summary Report on 5 years of implementing the National Target Program on New Rural Construction for the period 2021 - 2025, proposing orientations for the period 2026 - 2035; adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050.

Regarding the drafting of a Resolution stipulating a number of policy mechanisms and removing difficulties and obstacles in the implementation of the Land Law, the Vice Chairman of the National Assembly suggested that the drafting agency continue to review and carefully research to develop a draft Resolution of the highest quality, removing the most difficulties and obstacles arising in the implementation of the Law in recent times.

In particular, on the basis of closely following the conclusions of the Central Executive Committee and the Politburo, attention should be paid to ensuring the principles of ensuring land owned by the entire people and managed by the State; consistency with laws on planning, housing, real estate business, tax management, etc.; attention should be paid to removing obstacles in land recovery, land finance, land prices, etc.

Agreeing with the Government's proposal to submit to the National Assembly for approval the investment policy for the National Target Program on New Rural Development and Sustainable Poverty Reduction for the 2026-2035 period, the Vice Chairman of the National Assembly suggested that it is necessary to summarize the implementation of the two national target programs on new rural development and sustainable poverty reduction, clearly reporting the results achieved, good examples as well as limitations and shortcomings.

At the same time, review the solutions and requirements in Resolution No. 108/2023/QH15 of the National Assembly on thematic supervision of "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period" to supplement and promptly include them in the new national target program.

Clarifying policies for sustainable poverty reduction; regulations on decentralization and delegation of authority to localities should not be too detailed, which can easily cause difficulties in implementation; paying attention to balancing capital sources for implementation because in the coming time, there will be a number of important national projects and national target programs to be implemented, the Vice Chairman of the National Assembly noted.

Regarding the adjustment of the National Land Use Plan, the Vice Chairman of the National Assembly suggested that in completing the content of the adjusted plan to be submitted to the National Assembly at the upcoming Tenth Session, it is necessary to adhere to the principle that planning is an orientation. If investment projects are included in the plan, it will easily cause confusion during the implementation process.

Emphasizing that "the Government's proposals on removing obstacles in implementing the Land Law, approving the investment policy for the National Target Program on New Rural Development and Sustainable Poverty Reduction for the 2026-2035 period and adjusting the National Land Use Plan are all very important and will have a positive impact on the socio-economy", the Vice Chairman of the National Assembly suggested that the Standing Committee of the Economic and Financial Committee and the Ministry of Agriculture and Environment strengthen coordination, ensure quality, and complete the project dossiers of the Resolution within the time limit prescribed by the Law on Promulgation of Legal Documents. Pay attention to building a thorough explanatory report, researching and developing a plan to deal with the issues raised at this meeting before submitting it to the Standing Committee of the National Assembly and the National Assembly.

Proposal to merge two national target programs on new rural construction and sustainable poverty reduction

Previously, reporting at the working session on the progress of construction, completion of dossiers and major amendments of the draft Law on amending and supplementing a number of articles of the Land Law, Acting Minister of Agriculture and Environment Tran Duc Thang said that, implementing Conclusion No. 194-KL/TW dated September 20, 2025 of the Politburo and the direction of the Prime Minister (in Document No. 8991 dated September 22, 2025 of the Government Office), on the basis of the proposal to amend and supplement a number of articles of the 2024 Land Law, in the dossier of this Law project, the Ministry of Agriculture and Environment drafted a Resolution of the National Assembly stipulating a number of policy mechanisms, removing difficulties and obstacles in organizing the implementation of the Land Law.

The Acting Minister also presented a Summary Report on the summary of the National Target Program on New Rural Construction for the 2021-2025 period; proposed investment policies for the National Target Program on New Rural Construction for the 2026-2030 period; and adjusted the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

Accordingly, based on the summary of 5 years of implementing the National Target Program on New Rural Construction for the period 2021 - 2025, to ensure unified management and direction of the two national target programs on new rural construction and sustainable poverty reduction, the Government has developed a Report proposing investment policies for the National Target Program on New Rural Construction and Sustainable Poverty Reduction for the period 2026 - 2035. The program is expected to be implemented in 10 years, with the total resources expected to be mobilized for implementation being about 12.35 million billion VND, of which the central budget capital demand is expected to be about 360,000 billion VND.

Discussing the Government's proposal to merge two national target programs, delegates agreed that the Program on New Rural Development and the Program on Sustainable Poverty Reduction have both been effective in recent years; and these two programs should not have an end point but should continue to be implemented in the 2026 - 2035 period.

Appreciating the Government's early submission to the National Assembly for decision on investment policies for the National Target Programs on new rural construction and sustainable poverty reduction in the 2026-2035 period earlier than previous national target programs, some delegates suggested that it is necessary to review the current Program organizations, especially the implementation of component projects on infrastructure construction and livelihood creation for people.
