The Standing Vice Chairman of the Provincial People's Committee concluded solutions to speed up a number of power transmission projects in Nghe An.

On April 15th, at the headquarters of the Nghe An Provincial People's Committee, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, chaired a working session with the Vietnam Electricity Group (EVN) and its member units to hear about the implementation status and solutions to accelerate the progress of several key power transmission projects in the province.

After hearing reports from EVN and its member units, and the remarks of Mr. Dang Hoang An - Chairman of the EVN Board of Members, the meeting participants assessed the situation regarding the implementation of the electricity sector's work in Nghe An province over the past period. On the part of Nghe An province, they acknowledged, highly appreciated, and sincerely thanked EVN for its support and investment cooperation in the past and hoped to continue receiving EVN's attention in the future, promptly implementing comprehensive solutions to ensure electricity supply to meet the socio -economic development needs of Nghe An province. On the part of EVN, they highly appreciated the close attention and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Nghe An, which have actively supported the electricity sector in effectively implementing projects in the province.

The Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, concluded the meeting as follows:

I. Regarding some of EVN's recommendations:

1. Nam Sum - Nong Cong 220kV Transmission Line Project:

The 220kV Nam Sum - Nong Cong transmission line project is an urgent project, invested and constructed with the purpose of importing electricity from the Nam Sum Hydropower Plant complex (Laos) to Vietnam to meet the growing load demand of the Northern power system as directed by the Prime Minister , requiring completion and commissioning before May 30, 2024. To implement the project promptly and ensure the required progress, relevant departments, localities, and units are requested to focus on carrying out the following tasks:

1.1. The departments, agencies, localities, and units are directed to continue to seriously implement the directives of the Provincial People's Committee regarding the project and the assigned tasks in Notice No. 198/TB-UBND dated March 15, 2024; according to their functions and duties, they shall support, guide, and advise on the timely handling of difficulties and obstacles related to the project.

1.2. People's Committees of the districts: Quỳ Châu, Quế Phong:

- Continue to disseminate information and mobilize people, landowners, and property owners affected by the project to gain their consensus on compensation, land clearance, and support for construction units; urgently encourage the handover of all land for the foundation of the pylons and the corridor of the project before April 20, 2024.

- Complete the approval of compensation and support plans for households with houses and structures within the route corridor before April 18, 2024; for locations with natural forests surrounding the pole foundations, complete the approval of compensation plans before April 20, 2024.

- The People's Committee of Que Phong district is requested to urgently review the difficulties and obstacles in the process of implementing land clearance for the project (breaking down each content and classifying each specific issue) in order to proactively develop a land clearance plan to ensure the set progress.

- Closely inspect and monitor the conversion of forest land for project implementation and other related matters to ensure compliance with procedures and regulations.

1.3. Department of Agriculture and Rural Development: To chair and coordinate with relevant agencies in appraising the plan for temporary use of forest land for the construction of temporary structures serving the project, based on the investor's proposal, and submit it to the Provincial People's Committee for approval in accordance with regulations.

1.4. Office of the Provincial People's Committee: Coordinate with the Department of Agriculture and Rural Development to compile and advise the Provincial People's Committee leadership on approving the Decision on converting forest land use purposes in accordance with the law.

1.5. National Power Transmission Corporation:

- Direct relevant units to regularly coordinate closely with departments, sectors, and localities during the project implementation process; in particular, to promptly revise, supplement, and finalize the plan for temporary use of forest land for the construction of temporary works serving the project, following the guidance of the Department of Agriculture and Rural Development in Official Letter No. 267/SNN-KL dated March 28, 2024, for submission to the Department of Agriculture and Rural Development for appraisal and submission to the Provincial People's Committee for approval as prescribed.

- Proactively coordinate with local authorities to organize efforts to persuade land and property owners affected by the project to accept compensation and complete the handover of the entire site for the pole foundations and the transmission line corridor to the construction contractor before April 20, 2024.

2. The Quang Trach - Quynh Luu 500kV transmission line project and the Quynh Luu - Thanh Hoa 500kV transmission line project:

2.1. Relevant departments, agencies, and localities are requested to continue to seriously and effectively implement the directives of the Central Government and the Provincial Government to ensure the progress of the project.

2.2. The Department of Natural Resources and Environment shall proactively and regularly monitor, urge, and guide localities in resolving difficulties and obstacles in compensation, support, and resettlement work to ensure the progress of land handover for the project; promptly advise and report to competent authorities on issues beyond its authority in accordance with regulations; and report to the Provincial People's Committee every 10 days on the progress and results of implementation.

2.3. It is requested that Vietnam Electricity Group and the National Power Transmission Corporation proactively work with the Ministry of Agriculture and Rural Development to develop a plan to address the issues arising from the boundary and area of ​​forest land conversion for the project, as proposed by the Provincial People's Committee in Official Letter No. 1113/UBND-NN dated February 7, 2024.

3. Quỳnh Lưu 500kV Substation and Connecting Line Project:

3.1. The Department of Construction, the Provincial Military Command, and the People's Committee of Quynh Luu District are requested to urgently provide their opinions on the agreement regarding the location of the Quynh Luu 500kV substation and the route of the connecting power line to the Department of Industry and Trade before April 19, 2024, for compilation and submission to the Provincial People's Committee before April 23, 2024.

3.2. The Provincial Tax Department and the People's Committee of Quynh Luu District are requested to promptly submit written opinions on the investment policy for the Quynh Luu 500kV Substation and connecting power line project to the Department of Planning and Investment before April 25, 2024, for compilation and submission to the Provincial People's Committee as prescribed (immediately after receiving the opinion of the Standing Committee of the Provincial Party Committee on approving the implementation of the investment policy procedures for the power line and substation project proposed by the state-owned enterprise of the Electricity sector).

4. For the remaining projects (Nam Cam 220kV Substation; Tuong Duong - Do Luong 220kV Transmission Line; Nghi Son Thermal Power Plant - Nong Cong - Quynh Luu Branch 220kV Transmission Line; Installation of the second transformer at Nam Cam 220kV Substation; Installation of the second transformer at Tuong Duong 220kV Substation; Do Luong - Nam Cam 220kV Transmission Line): During the implementation process, if any difficulties or obstacles arise, the National Power Transmission Corporation is requested to promptly report to the Provincial People's Committee, relevant departments, agencies, and localities for handling and resolution according to regulations; the relevant departments, agencies, and localities are assigned to proactively coordinate and support the investor in land clearance work to ensure the project implementation progresses according to regulations.

II. Regarding the recommendations and proposals from the Provincial People's Committee to EVN, EVN has the following comments:

1. Regarding the provision of electricity to villages and hamlets without electricity: EVN will submit a proposal to the Ministry of Industry and Trade to consider and report to the Prime Minister for approval of the investment plan to provide electricity to the remaining villages and hamlets without electricity in the province.

2. Regarding the allocation of investment capital for the 500kV transmission line connecting the Quynh Lap LNG power plant in Hoang Mai town: EVN will promptly support the investment in the connecting transmission line to ensure the progress of the Quynh Lap LNG project.

3. Regarding power supply for industrial park development: EVN will direct relevant units to accelerate investment progress to complete the Nam Cam 220kV Substation and branch lines project in Q2/2024 and the Nghi Son Economic Zone 220kV Substation project in Q3/2024.
