Deputy Prime Minister Tran Luu Quang was born in 1967, from Tay Ninh . Political theory qualification: Bachelor; Professional qualification: Master of public administration, mechanical engineer.

He is a member of the Party Central Committee: 11th (alternate), 12th, 13th terms; National Assembly delegate: 14th, 15th terms.

- From June 1994 - September 2010: Specialist at the Department of Planning and Investment, Tay Ninh Industrial Park Infrastructure Development Company; Head of Department of Planning and Investment; Deputy Head of Moc Bai Border Gate Economic Zone Management Board; Deputy Director of the Department of Planning and Investment; Chairman of the People's Committee then Secretary of Trang Bang District Party Committee, Tay Ninh Province.

- From October 2010 - February 2019: Worked in Tay Ninh province; at the 11th National Congress of the Party in January 2011, was elected as an alternate member of the Party Central Committee; held the following positions: Provincial Party Committee member, Secretary of Trang Bang District Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Provincial Party Committee Secretary; Chairman of the Provincial People's Council; Head of the Provincial National Assembly Delegation; at the 12th National Congress of the Party in January 2016, was elected as a member of the Party Central Committee.

- From February 2019 - April 2021: Standing Deputy Secretary of the Ho Chi Minh City Party Committee. At the 13th National Congress of the Party in January 2021, he was elected as a member of the Party Central Committee.
