The Government Office issued a Notice summarizing the conclusions of Deputy Prime Minister Tran Hong Ha regarding the drafting and promulgation of a Decree regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity consumers.
According to the Deputy Prime Minister , the drafting of a Decree regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity consumers is of particular importance. It is a mechanism and policy to promote the development of power sources, especially in encouraging and attracting investment and developing a competitive retail electricity market.
The Ministry of Industry and Trade needs to provide a clearer and more convincing report and explanation regarding the scope of the current Decree. If there is sufficient basis and justification, a clear report will be provided on its future application to all types of power sources, ensuring full compliance with the Politburo's Resolution, the Law, and the National Assembly's Resolution.
However, it is currently necessary to immediately study expanding the scope of the Draft Decree to include biomass power sources and power from waste, with the aim of encouraging renewable and green energy sources that protect the environment, not just limited to wind and solar power.

Regarding the Direct Power Purchase Agreement (DPPA), the Deputy Prime Minister requested research into developing an open policy based on market mechanisms; it is necessary to clearly define the forms of direct power purchase agreements, and at the same time, define the responsibilities of the buyer, seller, the buyer, and the State; and the responsibilities of state management for this policy, especially inspection and supervision to ensure healthy, safe, and efficient development, absolutely preventing loopholes and the occurrence of a "request and grant" mechanism.
Regarding cases where buyers and sellers sign contracts directly and connect power lines directly to each other, bypassing the national power grid, the Deputy Prime Minister noted the need for clear mechanisms and policies, and simplified procedures to maximize encouragement; rigid contract regulations should be avoided, allowing the parties to negotiate according to market mechanisms.
The Deputy Prime Minister requested clear regulations and a separation of the direct electricity purchase and sale mechanism for rooftop solar power in industrial zones and residential areas.
Furthermore, the draft Decree needs to clarify the roles and responsibilities of the State, the Vietnam Electricity Group (EVN), and the National Power System Dispatch Center in publicly and transparently disclosing the load demand of each region and area, as well as the dispatching capacity and transmission capacity calculations, in order to announce the renewable energy power generation capacity that can be absorbed in each region.
EVN must regularly provide information on the scale of renewable energy sources under power purchase agreements to report to the Ministry of Industry and Trade, so that appropriate adjustments can be made to base power sources such as coal, gas, and hydropower.
Government leaders also noted the need to develop and publicly disclose information on costs to ensure accuracy and completeness when using EVN's transmission system services or those of third parties, including electricity transmission service fees, infrastructure usage fees, and loss fees, so that buyers and sellers can make informed decisions.
