Following the death of President Ho Chi Minh, in accordance with the wishes of the entire nation, the Politburo of the Central Committee of the Vietnam Workers' Party (now the Communist Party of Vietnam ) decided to establish the Ho Chi Minh Museum Construction Committee and authorized the restoration of memorial sites and the construction of additional exhibition halls showcasing relics related to him, laying the foundation for the formation of a nationwide system of museums and memorial sites dedicated to President Ho Chi Minh.
Government Decree No. 375-CP dated October 15, 1979, clearly defined the functions and tasks of the Ho Chi Minh Museum (now the Ho Chi Minh Museum), emphasizing its role in planning the system, directing, and providing professional guidance to museums and memorial sites dedicated to President Ho Chi Minh nationwide. In 2005, Prime Minister's Decision No. 156/2005/QD-TTg further affirmed the Ho Chi Minh Museum in Hanoi as the "leading museum" in this system.

The Professional Guidance Department (formerly the Branch Office) serves as the central professional liaison between the Ho Chi Minh Museum and other units within the System. The Department undertakes key tasks such as: Guiding units within the System in carrying out professional work related to research, collection, inventory, preservation, display, verification, planning, conservation, restoration, and promotion of museums, memorial sites, and other exhibitions about President Ho Chi Minh throughout the country; Providing timely information on research results, newly collected (or newly published) documents and artifacts about President Ho Chi Minh to effectively disseminate and educate about his life and career.
Furthermore, acting as a bridge and providing professional guidance, the Professional Guidance Department has proactively coordinated with units within the System to organize in-depth activities such as: organizing professional training courses, coordinating thematic exhibitions, scientific seminars, implementing basic and ministerial-level scientific projects... In recent years, the Department has also been assigned the important task of foreign affairs, including: researching and honoring Ho Chi Minh relics abroad, organizing cooperation and exchange activities, and signing agreements... with museums and organizations both domestically and internationally...
Featured Activities
In recent years, although some museums and historical sites in localities have been merged or relocated in accordance with the Party and State's policy of streamlining the organizational structure, the Professional Guidance Department has maintained and effectively promoted its role as a professional bridge for units within the System, through the regular organization of in-depth training courses to standardize and disseminate experience in exhibition, education, and collection activities. This has not only further strengthened the relationship between units within the System but also made a significant contribution to the preservation and promotion of Ho Chi Minh's heritage nationwide.

Furthermore, since taking over the foreign affairs work, the Professional Guidance Department has strengthened connections, consolidated and expanded cooperative relations by signing cooperation agreements with many museums and memorial sites abroad, such as the Hongyan Museum of Revolutionary History, Guangdong (China), the National Museum of Political History of Russia, Saint Petersburg, Russia... Based on this, the Department has implemented exhibitions, displays, and scientific seminars on President Ho Chi Minh, contributing to introducing and spreading his image and ideology to the world. In particular, the Professional Guidance Department is also a key bridge in researching, preserving, and promoting the value of Ho Chi Minh's relics abroad. Currently, there are more than 30 sites, relics, and memorial works (monuments, reliefs, etc.) about President Ho Chi Minh that the Ho Chi Minh Museum has overseen, coordinated the design, and constructed, such as: the statue of President Ho Chi Minh in Saint Petersburg (Russian Federation); A statue of President Ho Chi Minh in the grounds of the Vietnamese Embassy in South Korea; ...
