According to forecasts from the Vietnam Registering and Inspection Department - Ministry of Transport , in 2024 there is a high risk of vehicle congestion recurring in the province during inspections. Therefore, in order to further improve coordination in state management of motor vehicle inspection activities and gradually overcome existing problems and obstacles in the inspection process, the Chairman of the Provincial People's Committee requests relevant departments to carry out several tasks.
Accordingly, the Department of Transport is required to organize and manage the vehicle inspection activities in the province. Simultaneously, it is to inspect, check, and handle violations in the implementation of regulations on the business and services of vehicle inspection according to the prescribed hierarchy. Furthermore, relevant forces should be deployed to guide and manage traffic flow to ensure order and safety, preventing congestion at vehicle inspection centers if a large number of vehicles gather in the surrounding areas.
The provincial authorities require vehicle inspection centers to proactively disseminate information so that organizations and individuals can choose and schedule inspection appointments, avoiding the concentration of large numbers of vehicles waiting in nearby areas, which leads to traffic congestion and localized traffic safety disruptions. They should strengthen inspection and supervision, promptly addressing shortcomings and deficiencies in inspection work. In cases where violations are detected, they must be promptly dealt with or recommendations made to the competent authorities to take strict action against the inspection center and inspectors for misconduct.
In coordination with the Vietnam Register Department - Ministry of Transport, organize training courses for vehicle inspectors and vehicle inspection staff at inspection centers in the area, providing professional development, enhancing responsibility, and improving professional ethics for officials and staff working in vehicle inspection.
Furthermore, the Provincial Police Department is requested to direct the Phan Thiet City Police and Ham Thuan Nam District Police to coordinate with forces from the Department of Transport in guiding and managing traffic flow to ensure order and safety at vehicle inspection centers, especially if a large number of vehicles gather in nearby areas, leading to congestion and localized traffic safety disruptions. They should proactively monitor, identify, and promptly detect and strictly handle organizations and individuals violating laws related to inspection activities, particularly those exploiting traffic congestion to engage in profiteering (such as accepting vehicle inspections on behalf of others, expediting inspections, buying and selling inspection stamps and certificates, etc.), causing public outrage and eroding public trust.
