Kinhtedothi - Vice Chairman of the Hanoi People's Committee Duong Duc Tuan praised the achievements of the Party Committee, government, and people of Hai Ba Trung district and emphasized that the emulation movements in the district have seen many positive and creative changes, developing both in breadth and depth and are always being renewed.
This morning, March 7th, the Hai Ba Trung District Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee solemnly organized a ceremony to summarize the patriotic emulation movement in 2024 and launch the patriotic emulation movement for 2025.
Attending the conference were Mr. Duong Duc Tuan, Member of the Standing Committee of the Hanoi City Party Committee and Vice Chairman of the Hanoi City People's Committee; and Mr. Nguyen Cong Bang, Head of the Hanoi City Emulation and Commendation Board.
The administrative reform index has risen to 6th place.
According to the People's Committee of Hai Ba Trung District, in 2024, leveraging the role, responsibility, and political determination of the heads of agencies, units, and all levels of government, focusing on propaganda to create social consensus, especially in implementing difficult tasks (land clearance for investment projects, handling long-standing violations...), along with the efforts of businesses and people in the area, the main socio-economic development goals of the district were implemented synchronously and decisively, achieving fairly comprehensive results.
Notably, despite the challenging economic context, socio-economic indicators, especially economic growth and development, have all met and exceeded those of the same period last year. In particular, the annual budget revenue reached 128.25% of the city's assigned target, making it one of the districts with the highest state budget revenue among all districts in the city.
With the determination of the entire staff, civil servants, and workers in administrative reform (AR) combined with digital transformation aimed at improving Hai Ba Trung district's ranking in the city's AR Index, in 2024, the district increased by 10 positions compared to the previous year, reaching 6th place among 30 districts, counties, and towns.
To overcome limitations and shortcomings in basic construction investment, the District People's Committee has resolutely implemented many new solutions, changing the way of thinking and doing things, and has basically resolved difficulties in disbursing public investment capital in the district. By the end of the year, disbursement reached 107.4% of the development investment capital plan assigned by the city.
Land clearance work always requires significant resources and time for project implementation (such as the project at 30 Tran Binh Trong Street, the Ministry of Public Security headquarters project at 44 Yet Kieu Street, and the Thi Sach flower garden project), putting great pressure on the political system. However, with high determination, the district has successfully completed political tasks and land clearance projects in the area according to the set schedule and plan.
Furthermore, the Tran Nhan Tong pedestrian street cultural space and its surroundings have become a catalyst for attracting investment and development resources to the district, a new destination in the city; activities are increasingly attracting large numbers of people to participate, and many localities, agencies, and businesses from the central and city levels organize political events and cultural and sports activities.
Construction order management has been strengthened, with many improvements in construction permit issuance, inspection, and handling of violations; in particular, long-standing issues at the Capital's Youth Park have been largely resolved, and the district has promptly coordinated closely with relevant departments to strictly implement the city's directives.
Cultural and social welfare work has seen many innovative approaches that yield high and sustainable results; no new multidimensional poor or near-poor households have emerged in the area. Education has received due attention; the quality of teaching and learning has improved. National defense and security, and social order and safety have been maintained...
Integrate competition into daily and hourly work.
Speaking on behalf of the city's leadership, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan commended the achievements of the Party Committee, government, and people of Hai Ba Trung district in the past period. He noted that, despite numerous challenges, the district has fostered a spirit of unity and creativity, organizing many practical emulation movements that have made significant contributions to the overall development of the city. These emulation movements have consistently adhered to political, socio-economic, and national defense and security tasks, especially in the areas of administrative reform, urban beautification, economic development, and social welfare. They have shown many positive and innovative changes, developing both in breadth and depth with diverse content and criteria, and are constantly being renewed.
In 2025, to effectively carry out political tasks in general and emulation and commendation in particular, Mr. Duong Duc Tuan proposed that the district strengthen emulation movements. This includes focusing on thoroughly understanding President Ho Chi Minh's patriotic emulation ideology, and the Politburo's Regulation No. 144 dated May 9, 2024, on "Standards of revolutionary ethics for cadres and Party members in the new period"; and integrating emulation work into the daily and hourly work of each cadre, Party member, civil servant, public employee, and worker.
In addition, the district proposed that the entire district focus its emulation efforts on urban development goals, digital transformation, improving people's lives, maintaining security and order; effectively implementing the city's annual work theme; and enhancing discipline, ethics, and public service performance at agencies and units. On behalf of the Party Committee, government, and people of the district, receiving the directives from the city's leaders, the Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, and Chairman of the Hai Ba Trung District Emulation and Commendation Council, Nguyen Quang Trung, affirmed that in the coming time, the Emulation and Commendation Council and the district's agencies and units will clearly define the key contents and tasks, propose innovative solutions to improve the quality of emulation and commendation work; closely follow the city's directives, and promote the patriotic emulation movement in conjunction with the implementation of the district's key tasks.
"With the highest level of determination to compete right from the first days and months of the year, we believe that the patriotic emulation movement of the district will overcome all difficulties and challenges to complete and exceed the targets of the 2025 plan and successfully implement the targets and tasks set forth in the Resolution of the 26th District Party Congress," Mr. Nguyen Quang Trung shared.
Recognizing the outstanding achievements of Hai Ba Trung district in the patriotic emulation movement, at the program, city and district leaders respectfully presented prestigious awards to outstanding collectives and individuals in the district.
At the conference, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, on behalf of the President of Vietnam, awarded the Third-Class Labor Medal to three individuals for their outstanding achievements in their work, contributing to the cause of building socialism and defending the Fatherland: Tran Quyet Thang, Standing Deputy Secretary of the District Party Committee and Chairman of the Hai Ba Trung District People's Council; Nguyen Quang Trung, Deputy Secretary of the District Party Committee and Chairman of the Hai Ba Trung District People's Committee; and Nguyen Duy Son, Head of the District Party Committee's Propaganda Department and Director of the Hai Ba Trung District Political Center.
At the same time, the Vice Chairman of the People's Committee of Ho Chi Minh City awarded Certificates of Commendation from the Prime Minister to 8 individuals: Nguyen Quang Trung, Deputy Secretary of the District Party Committee and Chairman of the District People's Committee, for his outstanding achievements in implementing several key investment and construction projects of the Ministry of Public Security; Vu Van Hoat, Head of the District Party Committee's Mass Mobilization Department, and Nguyen Thi Thu Hien, Vice Chairman of the District People's Committee, for their achievements in contributing to the cause of building socialism and defending the Fatherland; Le Thi Lam, Principal of Van Ho Secondary School; Nghiem Thuy Cham, Principal of Ngo Gia Tu Secondary School; Nguyen Thi Tuyet Minh, Principal of Ngo Quyen Secondary School; Nguyen Thi Van Anh, Principal of Tay Son Secondary School; and Vu Thi Thu Ha, former Principal of To Hoang Secondary School.
Also at the Conference, Nguyen Anh Tuan, Chief of the Office of the People's Council and People's Committee of Hai Ba Trung District, announced that the People's Committee and the Emulation and Commendation Council of Hanoi City had unanimously approved and submitted to the Central Emulation and Commendation Council the awarding of the Government Emulation Flag to the Party Committee, government, and people of Vinh Tuy Ward for their outstanding achievements in the patriotic emulation movement in 2024.
In addition, the Head of the City's Emulation and Commendation Board, Nguyen Cong Bang, presented the Flag of Excellence in the City's Emulation Movement to 7 collectives with outstanding achievements in the emulation movement to perform their duties in 2024: the District Party Committee's Propaganda Department, the District Committee of the Vietnam Fatherland Front, the District Department of Internal Affairs, the District Department of Finance and Planning, the District People's Council and People's Committee Office, the District Department of Education and Training; and the Party Committee, Government and People of Minh Khai Ward.
The district leaders awarded Certificates of Commendation from the Chairman of the People's Committee of Ho Chi Minh City to 6 collectives and 11 individuals for their outstanding achievements in the emulation movement to perform their duties from 2023 to 2024, and 28 collectives that achieved the title of Excellent Labor Collective at the city level in 2024; and awarded Certificates of Merit from the Chairman of the People's Committee of the district to 10 outstanding individuals who achieved the title of Emulation Soldier at the district level.
At the conference, the People's Committee of Hai Ba Trung District announced the ranking results of the 2024 Administrative Reform Index for the district's departments, divisions, and ward People's Committees. Accordingly, the District Department of Internal Affairs ranked first among the departments and divisions, and the People's Committee of Vinh Tuy Ward ranked first among the ward People's Committees.
