Famous general Pham Tu - the one who started the tradition of building and defending the country in the Van Xuan period. According to history books and genealogy, Do Ho Dai Vuong Pham Tu was born in 476, in Quang Liet village, now Thanh Liet ward. In his youth, he was famous for his intelligence, diligence in studying military books and good martial arts. In 542, responding to Ly Bi's uprising against the domination of the Liang Dynasty, even though he was 66 years old, Pham Tu still gathered soldiers to join the fight. Thanks to his talent and patriotism, he played an important role in repelling the invaders, regaining independence, and establishing the Van Xuan state in 544 - opening a long period of autonomy for the nation.

Not only that, he also led our army and people to defeat the enemy in the South (Champa), defending the young nation's borders. With his great achievements, he was appointed as the Left General - Commander-in-Chief of the army at that time, and was given the banner "Cu Bac - Binh Nam" by King Ly Nam De. He heroically sacrificed his life at the battle line of To Lich River in 545, at the age of 69. After his death, he was posthumously awarded the title "Do Ho Dai Vuong", the title "Long Bien Hau", and was worshiped by the people of Thanh Liet as the village's tutelary god. He was also honored by the Pham Family Council of Vietnam as the Supreme Ancestor of the Pham Family of Vietnam in 1998.
Ngoai Communal House, the place to worship Do Ho Dai Vuong Pham Tu, was built in 1690, located on the sacred "dragon head" land next to Dam Tron Lake. The structure has a "Dinh" shape, including five main worship rooms and three rear rooms, and has undergone many restorations, especially in 1879, 1923 and 2010.
In 1989, Ngoai Communal House was ranked as a National Historical and Cultural Relic by the Ministry of Culture and Information. Ngoai Communal House is one of three important historical relics of Thanh Liet (along with Noi Communal House and Quang An Pagoda) forming a National Relic Area associated with three famous people of the homeland: Famous person Do Ho Dai Vuong Pham Tu, Famous person Tien Triet Chu Van An and Patriarch Thich Thanh Hanh.

Promoting the tradition of the homeland of "spiritual land and talented people", in recent years, the Party Committee, government and people of Thanh Liet ward have constantly made efforts to build the locality to become more and more prosperous, civilized and modern. In particular, the integration of Ngoai communal house into the Chu Van An Memorial Park (about 100 hectares in size) is being implemented, promising to turn this place into a major cultural, historical and educational destination of Hanoi and the whole country.
The 1480th anniversary of the founding of the Capital Ho Dai Vuong Pham Tu is not only an occasion to commemorate the merits of our ancestors, but also an occasion for the cadres and people of Thanh Liet ward to review the heroic historical tradition, strengthen the great national unity, and together build our homeland to be more and more civilized, rich and beautiful, worthy of the land of "noble - heroic".
