Quang Nam approves Project on social assistance model, care and rehabilitation for people with mental illness and mental disorders

Chairman of the People's Committee of Quang Nam province Le Tri Thanh has just signed a decision approving the Project on social assistance model, care and rehabilitation for mentally ill people and people with mental disorders at the Quang Nam Mental Health Nursing Center with an implementation budget of 19 billion VND.

The project aims to improve and enhance the quality of social assistance model activities, provide social assistance and rehabilitation services for mentally ill people and people with mental disorders at the Quang Nam Mental Health Nursing Center.

Thereby, screening, detecting, supporting, and promptly intervening in people with chronic mental illness and mental disorders, people in particularly difficult circumstances, and dangerous behaviors, contributing to ensuring security, order, social safety, and ensuring social security in the province. Improving the quality of care, management, medical care, and rehabilitation for subjects at the center.

Accordingly, the project aims for 100% of the subjects being cared for at the center to have access to medical services in various forms; 100% of the subjects being cared for and rehabilitated at the center to participate in cultural, artistic, sports, and entertainment activities; to participate in rehabilitation and occupational therapy activities appropriate to the disease and health status of each subject... People with mental illness and mental disorders in the community are counseled, consulted, and supported when needed.

The core task of the project is to receive, manage and implement management for people with neurological and mental disabilities and people with mental disorders who are in need of urgent protection. Manage, care for, nurture, treat and rehabilitate people with chronic mental illness and people with mental disorders, who have socially dangerous behaviors, are in particularly difficult circumstances, have no place to rely on, cannot take care of themselves, and have socially dangerous behaviors.

At the same time, develop intervention and support plans for people with neurological and mental disabilities and people with mental disorders at the center and in the community in need; monitor and review intervention and support activities and adjust the plan in accordance with the assessment. Provide primary medical treatment and treatment services for people with neurological and mental disabilities and people with mental disorders who are cared for and raised at the center.

In addition, providing consultation, psychological therapy, organizing rehabilitation activities, assisting people with neurological and mental disabilities and people with mental disorders in self-management activities, cultural and artistic activities, sports, occupational therapy activities, etc. to help them stabilize their illness and integrate into the community; coordinating with local authorities to bring people with neurological and mental disabilities and people with mental disorders who are eligible or voluntarily request to stop receiving social assistance at the center, return to their families, reintegrate into the community, and stabilize their lives.

The project will also carry out repairs and maintenance of facilities, techniques and purchase equipment to better serve the care, nurturing, management, treatment and rehabilitation of people with neurological and mental disabilities and people with mental disorders, ensuring that they meet the conditions and standards for facilities stipulated in Decree No. 103/2017/ND-CP dated September 12, 2017 of the Government.
