Locals said the water rose quickly and peaked at around 7 p.m. on December 4. Many processing factories were unable to react in time, so all kinds of raw materials were submerged in water.

Mr. Huynh Thien Huan, owner of a fish sauce facility, said: "There were no workers at night so the water rose suddenly, damaging 20 tons of salt that had just been imported to prepare for the new fish sauce crop."
