In Van Tuong commune, Quang Ngai province , on the afternoon of November 5, officers and soldiers of Squadron 23 (Command of Coast Guard Region 2) were present to support people in strengthening their houses to prevent damage caused by the storm.

Major Tran Van Khoa, Deputy Political Commissar of Squadron 23, said: “The Squadron has mobilized officers and soldiers to divide into many groups to go to each residential area, giving priority to supporting single-parent households and families in difficult circumstances. We use plastic bags filled with water and tied to vulnerable positions on the corrugated iron roof to prevent the roof from being blown off in strong winds. At the same time, we propagate and mobilize people to strictly follow the instructions of the government, absolutely ensuring the safety of life and property.”


Mrs. Huynh Thi Kheo (90 years old) emotionally said: "I was very worried when I heard about the storm. Now that you guys have come down to secure the roof, I feel much more secure. Thank you for taking care of the people."


In Ly Son special zone , on November 5, Ly Son Border Guard Station (Quang Ngai Border Guard) mobilized officers and soldiers to go to residential areas to support people in strengthening their houses, protecting their property, and proactively responding to the storm.


Lieutenant Colonel Dinh Van Thoi, Political Commissar of Ly Son Border Guard Station, said that the unit has assigned working groups to each household, especially those in difficult circumstances, the elderly living alone, and families with fragile houses to help reinforce roofs, doors, and tie down objects that are easily blown away by the wind.


In addition, Ly Son Border Guard Station also coordinated with local authorities to propagate and guide people to move boats to safe anchorages, and prepare plans for prevention, rescue and relief in case of emergencies.
In the mountainous area of Dong Tra Bong commune , police forces, youth union members, and commune officials and civil servants have mobilized to support people in securing houses, reinforcing roofs, trimming trees, and clearing away items at risk of being blown away by the wind.


According to the Quang Ngai Province Irrigation Department, as of the afternoon of November 5, Quang Ngai Province still had 197 ships and 2,763 workers operating in the sea. All of the above ships and boats have received information about the storm's developments and movement.
According to the storm and flood response scenario of the Quang Ngai Provincial Civil Defense Command, in the event of a storm of level 10-11 intensity, gusting to level 12, the entire province is expected to evacuate 26,774 households with 89,416 people in 77 communes, wards and special zones to safety.
In case of major floods on Tra Bong, Ve, Tra Khuc and Tra Cau rivers exceeding warning level 3, it is expected to evacuate 8,718 households with 28,487 people in 35 communes and wards at risk of deep flooding.
Particularly in areas at risk of landslides and flash floods (at 301 locations in 49 communes), the province plans to evacuate 4,057 households with 16,079 people to ensure the safety of people's lives and property.
