On July 9th, information from the People's Committee of Bai Chay City (Quang Ninh province) indicated that the locality had just established an inspection team to restore order in the tourism business environment in the area, following repeated complaints from tourists about touts and restaurants overcharging customers.

According to the plan, from now until the end of 2025, the locality will inspect compliance with legal regulations in business; price listing and selling at listed prices; the sale of counterfeit, fake, and substandard goods; the situation of touting and harassing tourists; encroachment on roads and sidewalks; violations of regulations on food hygiene and safety, fire prevention and control, and mandatory business conditions.

As Thanh Nien newspaper has reported, since the beginning of the summer tourist season, the Bai Chay tourist area has been repeatedly criticized by tourists regarding the quality of service, mainly concerning restaurants accused of overcharging.
According to our investigation, restaurants are being targeted by touts who are drivers of tourist electric vehicles, taxis, and hotel staff in the Bai Chay tourist area, who guide customers there in exchange for a commission of 20-30% of the sales invoice.
Accordingly, the more expensive the food and beverage services a customer uses, the larger the commission the "touts" receive, sometimes earning several million dong per bill.
A representative from the People's Committee of Bai Chay Ward stated that, following this inspection, the local authorities will publicly disclose the restaurants that violate regulations and strictly address the issue of price gouging that negatively impacts the local business environment.
