Quang Phu has undergone a significant transformation thanks to Program 1719.

Following the merger, Quang Phu commune has over 61,000 inhabitants, belonging to 16 ethnic groups living together, of which ethnic minorities account for 30.8%. Implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 (Program 1719), the locality has achieved many clear results, creating comprehensive changes from livelihoods, housing, infrastructure to cultural life, social security and maintaining political stability in the area.

Implementing Program 1719 for the period 2021-2025, Quang Phu commune has synchronously implemented many support policies, focusing on the essential needs of ethnic minority people. In particular, the preferential credit loan program has been effectively implemented, creating conditions for people to invest in production, gradually improving their income and achieving sustainable poverty reduction.

Alongside financial support, the local authorities have paid special attention to addressing housing and living conditions. The commune has provided land for housing to poor ethnic minority households without land; and has supported the construction of houses for all 34 households. 154 households have received support in the form of 1,000-liter stainless steel water tanks to improve living conditions and ensure access to clean water during the dry season.

In the field of production development, Quang Phu commune implemented a project to support breeding cattle for 38 households, with a total budget of 1.287 billion VND, achieving 100% of the planned capital. The project supporting agricultural production (Sub-project 1 – Project 3) was also implemented for 16 households, with a budget of 395 million VND, creating additional livelihoods suitable to the local conditions.

The family of Ms. H Biơh Êban (born in 1982), residing in Lang village, is a clear example of the effectiveness of Program 1719. Previously classified as a poor household, her family received support to build a 70m² house worth 120 million VND. Thanks to stable housing and improved livelihoods, the family's life has gradually stabilized. Currently, Ms. H Biơh Êban works as a garment factory worker in the industrial zone, her husband works as a construction laborer, they raise 10 goats and cultivate fields. "Thanks to the local government's support, my family has not only escaped poverty but also has the means to provide for our children's education," Ms. H Biơh Êban shared.

For example, the family of Ms. H Ngêh Êban (born in 1984) in Ea Sút hamlet, Quảng Phú commune, was formerly a poor household. They received local support to replace their temporary house and guidance on how to cultivate 4 acres of coffee, and are now harvesting their first crop. As a result, Ms. H Ngêh Êban's family has now escaped poverty.

The families of Ms. H Biơh Êban and Ms. H Ngêh Êban are among dozens of ethnic minority households in Quảng Phú commune that have received support for livelihoods, housing, and production conditions, gradually stabilizing their lives. The income of the majority of ethnic minorities is increasing, creating an important foundation for the goal of sustainable poverty reduction.

Along with economic development, Quang Phu commune focuses on investing in cultural facilities and improving the spiritual life of its people. Using local funds, the commune has maintained and repaired eight community centers with a total cost of 1.47 billion VND. These facilities meet the needs for meetings and cultural activities, while also contributing to preserving and promoting the traditional cultural identity of ethnic minority communities.

Cultural preservation efforts are carried out regularly, linked to tourism development orientation. The commune has organized cultural and sports activities; conducted an inventory of intangible cultural heritage of the Ede people; surveyed the current state of 9 community centers; and promoted the implementation of a tourism development project. Through these efforts, traditional cultural values ​​are preserved, while simultaneously opening up new avenues for local economic development.

In the field of health and healthcare, Quang Phu commune organized training for grassroots health workers; implemented the nutrition program for the first 1,000 days of life; supported the prevention and control of Thalassemia; strengthened maternal and child health care, contributing to improving the stature and physical fitness of ethnic minority people. Contents on gender equality, prevention of child marriage and consanguineous marriage were implemented synchronously through dozens of conferences, communication sessions in villages and hamlets, and legal awareness campaigns on marriage and family...

Alongside development programs, Quang Phu commune has always prioritized maintaining national defense and security. The people's national defense posture, integrated with the people's security posture, has been firmly consolidated. Efforts to mobilize influential community members and educate the public on law compliance and participation in the movement to protect national security have been strengthened. As a result, political security and social order in the area have been maintained; and people of all ethnic groups have confidence in the policies and guidelines of the Party and the State.

According to Mr. Nguyen Tu Do, Vice Chairman of the People's Committee of Quang Phu commune, entering the 2026-2030 period, the locality has identified the need to continue overcoming limitations in leadership, direction, and coordination among levels and sectors; and to enhance the responsibility of leaders in implementing Program 1719. Propaganda efforts will be further strengthened, especially in raising awareness so that people truly become the main stakeholders of the program. At the same time, the commune proposes strengthening inspection, supervision, and prevention of corruption in the management and use of funds.

With the achievements made during the 2021-2025 period, Quang Phu commune has a solid foundation to continue developing in the next phase, aiming to improve the material and spiritual lives of ethnic minorities, maintain social stability, and promote sustainable development in the area.
