The National Assembly is focusing its discussion on the high-speed railway project along the North-South axis.

On November 13th, National Assembly delegates focused their discussions on several important issues, including the investment plan for the high-speed railway project on the North-South axis.

Specifically, in the morning session, the National Assembly voted to approve the Resolution on the State Budget Estimate for 2025 (which includes some provisions on adjusting and supplementing the State Budget Estimate).

The Minister of Transport , authorized by the Prime Minister, presented the Proposal on the investment policy for the North-South high-speed railway project. The Chairman of the National Assembly's Economic Committee presented the Verification Report on the investment policy for the North-South high-speed railway project.

The total length of this railway line is approximately 1,541 km. The starting point is in Hanoi (Ngoc Hoi station), and the end point is in Ho Chi Minh City (Thu Thiem station). The project passes through 20 provinces and cities: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam , Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, and Ho Chi Minh City.

The investment scale for this railway line includes the construction of a new double-track railway with a 1,435 mm gauge, a design speed of 350 km/h, and a load capacity of 22.5 tons per axle; the construction of 23 passenger stations and 5 freight stations; a high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and capable of transporting goods when necessary. During operation, based on proposals from localities, the Prime Minister will decide on additional investment in several station locations in urban areas with high transport demand.

The investment form is public investment. The preliminary total investment is approximately 1,713,548 billion VND (equivalent to 67.34 billion USD).

Next, the Minister of Natural Resources and Environment, acting on behalf of the Prime Minister, presented the draft Resolution on piloting the implementation of commercial housing projects through agreements on land use rights or existing land use rights.

Subsequently, National Assembly delegates discussed in their respective groups the following: the investment policy for the high-speed railway project on the North-South axis; the adjustment of the investment policy for the Long Thanh International Airport Project as stipulated in Resolution No. 94/2015/QH13 of the National Assembly; and the draft Resolution on piloting the implementation of commercial housing projects through agreements on land use rights or existing land use rights.

In the afternoon session, National Assembly delegates voted to approve the Resolution on the allocation plan for the central budget in 2025; and discussed in the plenary session the Investment Policy for the National Target Program on Drug Prevention and Control until 2030. The Minister of Public Security explained and clarified some issues raised by National Assembly delegates.

From 4:00 PM, the National Assembly will hold a closed-door meeting on specific mechanisms and policies to resolve difficulties and obstacles related to projects and land issues arising from inspection, audit, and court rulings in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

This is also the final session of phase 1. From November 14th to November 19th, 2024, the National Assembly will adjourn to allow its agencies, the Government, and relevant bodies time to review, revise, and finalize the draft laws and resolutions. Phase 2 will take place from November 20th to the morning of November 30th, 2024.
