The Law on Planning (amended) consists of 6 chapters and 58 articles, effective from March 1, 2026.
The law stipulates the planning system; the preparation, appraisal, decision-making or approval, publication, provision of information, implementation, evaluation and adjustment of plans; and state management of planning activities.

According to the Law, the planning system includes: National-level planning, including: national master planning, national marine spatial planning, national land use planning, sectoral planning; Regional planning (the Government determines the regions that need planning); Provincial planning; Detailed sectoral planning; Urban and rural planning; Planning of special administrative- economic units as prescribed by the National Assembly.
The planning period is 10 years from January 1 of the year ending in 1 to December 31 of the year ending in 0.

The planning vision is defined for a period of 30 years from the beginning of the planning period. The duration and vision of urban and rural planning are implemented according to the provisions of the law on urban and rural planning.
The supervision of planning activities by the National Assembly and People's Councils is carried out in accordance with the provisions of the law on supervision activities of the National Assembly and People's Councils. The supervision of planning activities by the Vietnam Fatherland Front is carried out in accordance with the provisions of the law on the Vietnam Fatherland Front. The supervision of planning activities by organizations and individuals is carried out in accordance with the provisions of the law on democracy at the grassroots level and the law on access to information.

The Law strictly prohibits the establishment, appraisal, decision or approval, announcement, provision of information, implementation, assessment and adjustment of planning contrary to the provisions of this Law; the establishment, appraisal, decision or approval, adjustment of planning on investment in the development of specific goods, services and products; determination of volume and quantity of goods, services and products produced and consumed; and determination of investors.
At the same time, it is strictly prohibited to intentionally obstruct the participation of agencies, organizations, communities, and individuals in providing feedback on planning; intentionally provide false information about planning; or intentionally destroy, falsify, or distort records, documents, and materials related to planning.

Regarding the authority to organize planning, the Law stipulates that the Government organizes the preparation of national master plans, national marine spatial plans, and national land use plans; Ministries organize the preparation of sectoral plans and regional plans under their management according to Government regulations. Provincial People's Committees organize the preparation of provincial plans.
The authority to organize the preparation of detailed sectoral planning, urban and rural planning shall comply with the provisions of relevant laws.
The basis for planning includes: Socio-economic development strategy, industry and sector development strategy in the same development period (if any); Previous period planning; Relevant planning (if any); Detailed industry planning, urban and rural planning are prepared based on the provisions of this Law and other relevant laws.

Regarding the authority to decide or approve planning, the Law stipulates that the National Assembly decides on the national master plan, the national marine spatial plan, and the national land use plan; the Prime Minister approves regional plans; and the Government regulates the authority to approve sectoral plans.
The Minister approves the detailed plan; the Chairman of the Provincial People's Committee approves the provincial plan, the provincial land use plan, the archaeological plan, and the plan for the preservation, restoration, and rehabilitation of national monument clusters or national monument clusters with provincial monuments under their management responsibility.
The authority to approve urban and rural planning is implemented according to the provisions of law on urban and rural planning.
