The National Assembly passed the Law amending and supplementing a number of articles of the Law on Prices.

On the afternoon of December 10th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman Nguyen Duc Hai, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Prices, with 435 out of 437 National Assembly deputies present voting in favor, reaching 99.5%.

The Law amending and supplementing a number of articles of the Law on Prices consists of 2 articles and will take effect from January 1, 2026.

Specifically, the provisions in Clause 7, Point a, Section 3, Article 1 of this Law shall take effect from July 1, 2026; and the provisions in Clause 44, Point b, Section 3, Article 1 of this Law shall take effect from May 1, 2026.

The amended law revises Clause 1 of Article 70 as follows: “1. Inspections in the field of pricing shall be carried out in accordance with the provisions of the law on inspection.”

Amendments and additions to certain items in Appendix 2, List of goods and services subject to state price regulation, are as follows:

The Ministry of Construction sets the maximum price for regular domestic economy class passenger transportation services; aircraft parking space rental services; passenger check-in counter rental services; baggage conveyor rental services; passenger boarding bridge rental services; comprehensive ground handling and technical services at airports; automated baggage sorting services; aviation fuel refueling services; services using underground refueling infrastructure at airports; concessions for airport services, including concessions for: passenger terminals; cargo terminals and warehouses; ground handling and technical services; repair and maintenance of aviation vehicles and equipment; provision of airline meals; provision of aviation fuel; maintenance of aircraft, aircraft engines, aircraft propellers and aircraft equipment in Vietnam, with the Ministry of Construction setting the maximum price...

Technical inspection services for machinery, equipment, materials, and substances with strict occupational safety requirements are priced by ministries and sectors within their respective areas of management as stipulated in the law on occupational safety and hygiene.

Public products and services (public service activities and public utility products and services) in the list issued by competent authorities, using state budget funds from recurrent expenditure sources and under the ordering authority of local agencies and organizations, shall have their specific prices determined by the Provincial People's Committee.

The maximum price for household solid waste collection, transportation, and treatment services, and public sanitation services (except in cases where implementation is governed by bidding laws) is determined by the Provincial People's Committee and applies to investors and service providers of household solid waste collection, transportation, and treatment services and public sanitation services (except in cases where implementation is governed by bidding laws)...
