Regulations on agencies performing the function of People's Public Security inspection

(laichau.gov.vn) The Government has just issued Decree 273/2025/ND-CP dated October 16, 2025 regulating the organization and operation of the People's Public Security Inspectorate.

In which, the Decree stipulates that the People's Public Security inspection agency includes:

+ Inspectorate of the Ministry of Public Security (hereinafter referred to as the Inspectorate of the Ministry);

+ Provincial and centrally-run city police inspectors (hereinafter referred to as provincial police inspectors);

+ Inspector of the Police Department managing detention camps, compulsory education facilities, and reformatories; Inspector of the Police Department of Fire Prevention, Fire Fighting, and Rescue (hereinafter referred to as the Inspector of the Department).

Police units and localities with 200 or more officers and soldiers shall arrange full-time inspectors; with less than 200 officers and soldiers, shall arrange part-time inspectors.

The number of full-time inspectors and part-time inspectors at the police units and localities is decided by the heads of the police units and localities.

Ministry Inspectorate, Provincial Police Inspectorate

The Inspectorate of the Ministry is responsible for assisting the Minister of Public Security in state management of inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity in the People's Public Security; performing inspection tasks for agencies, organizations and individuals under the management and within the scope of state management of national security protection, ensuring social order and safety of the Ministry of Public Security; performing the tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity in accordance with the provisions of law.

The Ministry Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Ministry shall be carried out in accordance with the provisions of Clause 2, Article 12 of the Law on Inspection.

The Provincial Police Inspectorate is responsible for assisting the Director of the Provincial Police Department and centrally-run cities in managing inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; performing inspection tasks for agencies, organizations and individuals under its management and within the scope of decentralized state management on national security protection, ensuring social order and safety; performing tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity according to the provisions of law.

The Provincial Police Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors, and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Provincial Police must have the written consent of the Chief Inspector of the Ministry before being decided.

Inspector of the Fire Prevention, Fire Fighting and Rescue Police Department

The Inspectorate of the Fire Prevention, Fire Fighting and Rescue Police Department is responsible for assisting the Director in managing the inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; performing the task of inspecting the compliance with policies and laws on fire prevention, fire fighting and rescue for agencies, organizations and individuals under the State management scope of fire prevention, fire fighting and rescue of the Department according to the decentralization of the Ministry of Public Security; performing the task of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity within the Department according to the provisions of law.

The Fire Prevention, Fire Fighting and Rescue Police Department Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Department must have the written consent of the Chief Inspector of the Ministry before being decided.
