Reviewing regulations on using coal slag as landfill material

On the afternoon of December 9, comrade Le Huyen - Vice Chairman of the Provincial People's Committee chaired a meeting to listen to the Department of Construction report on the use of coal slag as landfill material.

Comrade Le Huyen chaired the meeting.

At the meeting, the leader of the Department of Construction said that through surveys, some localities have piloted the use of ash as landfill material in some projects. However, there are still full assessment reports from localities on the effectiveness and environmental impact of pilot projects. The reuse of ash is consistent with the circular economic development policy and is encouraged by the Ministry of Construction , but the implementation process must fully comply with the technical instructions specified in Decision No. 216, dated March 28, 2019 of the Ministry of Construction promulgating the technical instructions "Using ash from coal-fired thermal power plants for landfill". In particular, the technical requirements include strict inspection and supervision such as environmental monitoring, radiation safety testing, water quality analysis and radiation assessment in the landfill area. Currently, the locality does not have a unit with sufficient capacity and specialized equipment to fully implement these requirements.

Concluding the meeting, comrade Le Huyen assigned the Department of Construction and relevant agencies to continue to comprehensively review the documents related to the use of coal slag as landfill material, paying attention to the use of resources, environmental impact assessment and economic efficiency. At the same time, the departments and branches coordinate with the Department of Construction to clarify the current environmental status, monitoring parameters and possible risks; study the plan to arrange suitable experimental locations and propose to invite central ministries and branches to participate in the appraisal to ensure scientific basis and objectivity in the review process.
