Mobilizing multiple resources

Binh Duong is a locality that has developed many industrial parks, attracting a large number of workers from other provinces to work and live. In recent years, the province has always paid attention to housing for workers and identified this as a key task in the province's socio -economic development. The Provincial Party Committee, People's Council, and People's Committee have issued resolutions, programs, and housing development plans in 5-year and 10-year phases to solve the housing problem for low-income workers; focusing on developing social housing, encouraging investment from enterprises, developing social housing in new urban areas...

Up to now, Binh Duong has achieved positive results in social housing development, contributing to ensuring social security and socio-economic development of the locality, becoming a bright spot in the country in social housing development. Specifically, in the period of 2016-2021, Binh Duong has 18 more social housing investment projects with a total floor area of ​​1.33 million m2. In 2024, Binh Duong will develop nearly 15,900 units with a scale of 54.1 hectares, equivalent to 1.2 million m2 of floor area.

Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that developing social housing and workers' housing is one of the important contents of the socio-economic development policy, and one of the goals of attracting human resources of the province. The goal of the province is to help workers and laborers have the opportunity to access affordable housing, suitable to their ability to pay, in order to attract high-quality labor resources for the province. This is also the responsibility of the entire political system, the task of state management agencies, enterprises and people. Therefore, the provincial leaders are always interested in promoting the development of social housing in a practical, healthy and sustainable manner.

Currently, Binh Duong is allocating more land to develop housing for workers. The province's goal is to develop 160,325 social housing units by 2030; at the same time, mobilizing resources to develop social housing and housing for workers. To achieve this, Binh Duong strives to mobilize resources from many sides to meet the housing needs of workers and low-income people, contributing to stabilizing people's lives and ensuring social security.

Solving the problem of home buying capital

The Government has issued Decree No. 100/2024/ND-CP (effective from August 1, 2024) guiding the Housing Law 2023 on the development and management of social housing, including provisions on borrowing capital to buy social housing at the Vietnam Bank for Social Policies. Accordingly, the maximum loan amount to buy social housing at the Vietnam Bank for Social Policies is 80% of the value of the house purchase or hire-purchase contract.

Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee: With the project to develop social housing and workers' housing for the period 2021-2025, with a vision to 2030, Binh Duong hopes to help workers and low-income people have the opportunity to access affordable housing, suitable to their ability to pay, in order to attract a stable and quality labor force for the province in the coming time.

Contributing to the implementation of the project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030 approved by the Prime Minister, Kim Oanh Group is investing in the K-Home New City project in Binh Duong New City. Ms. Dang Thi Kim Oanh, Chairwoman of Kim Oanh Group, shared that to solve the problem of buying a house for workers with limited income, the group has introduced a preferential policy for employees under 40 years old and signed a labor contract for 1 year or more, helping them to own a house. “When employees have a house and no longer have to stay in a rented house, they will have more motivation to work and contribute. For example, if a working couple has saved up 50-70 million VND, we will design a suitable house model, fully furnished, ready to move in immediately, but the selling price is only from 778 million VND/apartment, along with special preferential policies,” said Ms. Oanh.

According to research, if customers choose the standard payment method according to Kim Oanh Group's project, they will receive an immediate discount of 2% of the total contract value. After that, customers pay 10% of the first installment (equivalent to 76,244,000 VND) of the contract value, Kim Oanh Group will support a 50% advance; 90 days later, pay the next 10% of the second installment (equivalent to 76,244,000 VND), Kim Oanh Group will continue to support 50%. This advance payment will be paid by the employee in installments of about 5 million VND per month within 15 months (or until the house is handed over). After receiving the house, the remaining 80% of the employee will be supported by the Military Commercial Joint Stock Bank or the Social Policy Bank with an interest rate of 6.1%/year. Thus, each month, customers only have to pay about 3.3 million VND (both principal and interest).

Ms. Dang Thi Kim Oanh said that thanks to the above support policy, many employees of Kim Oanh Group have registered to buy houses. “We not only hope that employees of Kim Oanh Group but also all employees of other enterprises will enjoy such practical support programs. Although it is social housing, K-Home New City is developed into a Singapore-standard urban area with full high-class amenities. K-Home New City is even more high-class than previous commercial housing projects of Kim Oanh Group. Not only K-Home New City, Kim Oanh is also determined to develop a chain of social housing under the K-Home brand to bring housing opportunities to many workers,” Ms. Dang Thi Kim Oanh said...
