The Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) announced that the Temu e-commerce platform has ceased operations to complete registration procedures.

According to feedback from many customers, recently, when accessing the Temu e-commerce platform, it can be seen that the platform no longer supports Vietnamese, accompanied by a message (in English): "Temu is working with the Vietnam E-commerce and Digital Economy Department, Ministry of Industry and Trade to register to provide e-commerce services in Vietnam." The entire Temu platform, from the website to the mobile application, no longer displays Vietnamese and only supports three languages: Chinese, English, and French.

The Temu e-commerce platform has ceased operations to complete registration procedures with the Ministry of Industry and Trade.

This caused public confusion, as many people had placed orders months in advance but had not received their goods and had not been refunded. Some people had previously received refunds from Temu because they had purchased defective goods and had chosen to have the refund transferred to Temu's account.

Regarding this matter, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) stated that, in carrying out its state management duties on e-commerce, the Department proactively contacted and worked with Elementary Innovation Pte. Ltd, the owner of the Temu platform, to request compliance with Vietnamese e-commerce laws (hereinafter referred to as Elementary Innovation Pte. Ltd) as stipulated in Decree No. 52/2013/ND-CP (amended and supplemented by Decree No. 85/2021/ND-CP) on e-commerce.

Elementary Innovation Pte. Ltd. has implemented several measures as requested by the Department of E-commerce and Digital Economy, specifically: Temporarily suspending the provision of e-commerce services in Vietnam (not using the Vietnamese language when providing services on the Temu.com website and Temu mobile application). The international versions of Temu in English, French, and Chinese are not subject to Vietnam's e-commerce regulations.

In addition, this company has submitted an application to operate e-commerce services through the E-commerce Management Portal (online.gov.vn), and the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) is currently reviewing it according to regulations. Consumers are being warned that the company is in the process of registering to provide e-commerce services with the Ministry of Industry and Trade. This warning informs consumers that this website and application have not been licensed by the Ministry of Industry and Trade and that they should exercise caution when conducting transactions.

The company has removed promotional programs that did not comply with Vietnamese law on trade promotion. All products and goods with discounts exceeding 50% have been removed in accordance with Decree No. 81/2018/ND-CP dated May 22, 2018, of the Government detailing the Law on Commerce regarding trade promotion activities and other relevant laws. Programs and models that encourage users to participate in business to receive various bonuses and commissions in the Vietnamese market have also been removed.

Previously, the Ministry of Industry and Trade also advised consumers to absolutely avoid conducting transactions with unregistered cross-border e-commerce platforms to ensure their legitimate rights and interests.

For customers who have paid for an order on the Vietnamese version of Temu but have not received the goods, they can cancel the order and request a refund for the previously placed order.
