Kinhtedothi - At the government press conference on the afternoon of March 5th, Deputy Minister of Finance Nguyen Duc Chi provided information on the management of digital assets, digital currencies, or what are commonly known as virtual currencies.
Accordingly, Deputy Minister of Finance Nguyen Duc Chi stated: This is a new and very complex issue, not only for Vietnam but also for many countries in the region and around the world, and is being thoroughly studied; different legal frameworks are being developed to create methods and approaches aimed at transparent activities related to virtual and digital assets; and towards socio -economic development in each country and each economy.
It is precisely because of this practical situation that the Government leaders and the Prime Minister have recognized this and have urgently directed the research and development of a legal framework for this activity in Vietnam.
Deputy Minister Nguyen Duc Chi said that earlier this week, the Standing Committee of the Government and the Prime Minister chaired a meeting to hear reports from the Ministry of Finance and relevant ministries on the situation of virtual currencies and the direction for developing a legal framework related to virtual currency and virtual asset activities in Vietnam.
The Ministry of Finance has been tasked with reporting to the Government this March to issue a resolution. This resolution would allow for the pilot construction and operation of a cryptocurrency exchange platform, providing a place for investors, organizations, and individuals in Vietnam to trade and conduct investment and trading activities. This platform would be organized by state-authorized enterprises. The State will protect the legitimate rights and interests of organizations and individuals participating in this market.
At the same time, the Ministry of Finance is tasked with coordinating with relevant ministries, agencies, and organizations to promptly develop regulations and laws that allow Vietnamese businesses and organizations to issue their own virtual assets to raise financial resources for production, business, and organizational development. This will contribute to the overall development of the Vietnamese economy, as well as serve the goal of growth and keeping pace with the global and regional trends in the development of virtual and digital assets.
"We must catch up in these areas and not let Vietnam fall behind," Deputy Minister Nguyen Duc Chi emphasized.
Regarding the content on the implementation of the resolution on breakthrough policies for private enterprises, the decree, and the guiding content for this breakthrough policy, Deputy Minister Nguyen Duc Chi said that the Ministry of Finance has undertaken the task assigned by the Prime Minister with utmost urgency. The Ministry is currently coordinating with relevant ministries and agencies to summarize and evaluate the State's policies towards enterprises, especially private enterprises.
The Ministry of Finance is coordinating with associations, industries, and businesses to listen to their concerns and aspirations, and is working directly with businesses, especially large ones, to understand their needs. This will allow them to develop the content of Government Resolutions and Decrees in line with the Party's policy of breakthroughs and support for the development of private enterprises.
Deputy Minister Nguyen Duc Chi shared that the first thing we must address is the bottleneck within the bottleneck, which is the mechanism and the law. The Ministry of Finance has been urgently reviewing and examining the areas and legal regulations within the Ministry's functional scope. "We will report to the Government to submit the matter to the competent authorities for resolution as soon as possible. We believe it is necessary and very important," said Mr. Nguyen Duc Chi.
Secondly, the challenge is to create a favorable environment so that private enterprises have the best conditions to access resources, and to utilize social resources in their production and business development strategies. This will lead to the growth of businesses and contribute to the Party's breakthrough goals.
The Minister of Finance stated that whatever incentives or breakthroughs the State will provide, the Ministry will work with businesses and other ministries and agencies to calculate how to formulate the most appropriate and effective incentive policies, ensuring international commitments and enabling Vietnamese private enterprises to grow strong not only within the Vietnamese economy but also regionally and globally.
